(1) Fire flow and hydrants will be provided for the proposed project by the use of: Appendix B and C <br /> of the California Fire Code and NFPA 1142 of the National Fire Code. <br /> (2) Fire department access roads shall be in accordance with Section 503.2 of the California Fire <br /> Code and the standard adopted by the San Joaquin County Fire Chiefs Association. <br /> (3) Key Boxes: A Knox box shall be installed according to the local fire department's instructions. <br /> (4) Fire extinguishers shall be installed in accordance with California Fire Code, section 906. <br /> (5) Fire permits may be required prior to occupancy to conduct operations hazardous to life or <br /> property. C.F.C. 105.1. <br /> 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Alex Chetley, 209-468-3023) <br /> a. An encroachment permit shall be required for all work within road right-of-way. (Note: Driveway <br /> encroachment permits are for flatwork only — all vertical features, including but not limited to <br /> fences, walls, private light standards, rocks, landscaping and cobbles are not allowed in the right- <br /> of-way.) (Development Title Sections 9-1145.4 and 9-1145.5) <br /> b. The Phase 2 driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Improvement Standards Drawing No. R-17 prior to issuance of the occupancy <br /> permit for Phase 2. (Development Title Section 9-1145.5) <br /> c. All vehicular parking related to applicant's winery shall be onsite at all times. Parking in the <br /> County right-of-way for all winery related events shall be prohibited. It is the responsibility of <br /> applicant to monitor Locust Tree Road to ensure compliance with this requirement. <br /> d. If any marketing events are held for more than 150 people, the Department of Public Works <br /> reserves the right to require a traffic study to determine the impacts and mitigation of the <br /> proposed project. The applicant shall deposit funds with the County for all costs, as estimated by <br /> the Department of Public Works Transportation Engineering Division prior to the Department <br /> preparing or contracting for the required study. (Development Title Section 9-1150.4) <br /> e. The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road to result in a <br /> twenty-five (25) foot wide right-of-way from the centerline of Locust Tree Road to the property line <br /> across the frontage of APN 051-120-62. (A $706.00 fee currently is required for processing per <br /> Development Title Table 9-240.2 in addition to a copy of the Grant Deed.) (The fee will be based <br /> on the current schedule at the time of payment.) (Development Title Section 9-1150.5) <br /> f. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water from <br /> discharging onto other properties and to prevent offsite sediment transport. Retention basins <br /> shall be fenced with six (6) foot high chain link fence or equal when the maximum design depth is <br /> 18 inches or more. Required retention basin capacity shall be calculated and submitted along <br /> with a drainage plan for review and approval, prior to release of building permit. (Development <br /> Title Section 9-1135) <br /> g. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee will be based on the current schedule <br /> at the time of payment.
