PURPOSE <br /> Kleinfelder performed an ESA Addendum/Update and Limited Groundwater sampling at <br /> the subject property. Both were performed at the request of Larry Woltjer, as an <br /> addendum to Kleinfelder's previous ESA conducted for the subject site, dated July 6, <br /> 2006. It is our understanding that this report will assist the client in recognizing current <br /> on-site environmental conditions compared to those noted in our prior report and fulfill <br /> environmental requirements noted by EHD. Kleinfelder performed this ESA Update in <br /> general accordance with the standard environmental site reconnaissance portions of <br /> the American Society for Testing and Materials (ASTM); Standard Practice for Phase I <br /> Environmental Site Assessment Process E1527-05 and our Proposal (File No. <br /> 02001 PROP.ENV/ST08P1 17), dated June 18, 2008. <br /> The purpose of this assessment is to assist the client in recognizing environmental <br /> conditions at the site. A recognized environmental condition is defined by the ASTM <br /> standard as "the presence or likely presence of hazardous substances or petroleum <br /> products on a property under conditions that indicate an existing release, a past <br /> release, or a material threat of a release of any hazardous substances or petroleum <br /> products into structures on the property or into the ground, groundwater or surface <br /> water of the property." The term includes hazardous substances or petroleum products <br /> even under conditions in compliance with laws. <br /> = 1.2. DETAILED SCOPE-OF-SERVICES <br /> The following sections describe Kleinfelder's work scope: <br /> Chapter 1, Introduction, includes a discussion of the purpose/reason for <br /> performing the Site Reconnaissance Addendum and Limited Groundwater <br /> Sampling; additional services requested by the client (e.g., an evaluation of <br /> business environmental risk factors associated with the property); significant <br /> assumptions (e.g., property boundaries if not marked in the field); limitations, <br /> exceptions, and special terms and conditions (e.g., contractual); and user <br /> reliance parameters. <br /> • Chapter 2, Site Setting, is a compilation of information concerning the site <br /> location, legal description (if available), current and proposed use of the <br /> subject site, a description of structures and improvements on site at the time <br /> of Kleinfelder's assessment, and current uses of adjoining properties.
