The access road approach to Lorenzen Road shall be improved in accordance with the <br /> requirements of San Joaquin County Standard R-17 prior to issuance of the occupancy permit. <br /> Proof of legal use of the levee road for this project shall be provided. (Development Title Section 9- <br /> 1145.5) <br /> c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is $182.19 per daily trip-end <br /> generated in the Tracy area. The fee shall be automatically adjusted July 1 of each year by the <br /> Engineering Construction Cost Index as published by the Engineering News Record. (Resolution <br /> R-00-433) <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> f. All habitable structures shall have a lowest floor elevation of one foot above the 100-year Base <br /> Flood Elevation. <br /> g. Fill elevations on Parcel 2 shall not exceed 18.5 feet. This includes fill to elevate the structures <br /> unless a hydraulic study conducted by a registered engineer and approved by the County <br /> Department of Public Works shows that the proposed fill will not have any significant impacts on the <br /> water surface elevations in the river. <br /> h. All structures shall meet the floodplain management standards. <br /> i. A revised set of improvement plans shall be submitted to the Department of Public Works for review <br /> by the Flood Control Division. <br /> j. Improvements, restrictions, and permits shall be as required by the State Reclamation Board and <br /> Reclamation District No. 2095 for levee, access roads, and lakes. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DIVISION (Staff Contact: Raymond Borges, 468-3284) <br /> a. A Soil Suitability Study/Nitrate Loading Study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to the issuance of building permits (Development Title Section 9- <br /> 1105.2[d]). A review fee of $465.00 must be paid at the time of submittal to the Environmental <br /> Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic tank <br /> practice or the EPA Design Manual for on-site waste water treatment and disposal systems is <br /> required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> NOTE: A study dated August 27, 2001, was approved with conditions on November 6, 2001. <br /> Conditions of Approval -3- PA-03-581 <br />
