Approximately 47 per- <br /> cent ( 45 , 500 kw) of the electric power will be sold to Pacific <br /> Gas & Electric (PG&E) , and the remainder ( ] , 450 kw) will be used <br /> at the facility to operate auxiliary plant equipment . A portion <br /> of the steam will be sold to the Libbey-Owens-Ford Company (LOF) <br /> for their glass manufacturing operations , and the balance will be <br /> used at the facility for emissions control and power augmen- <br /> tation. The natural gas fuel will be supplied by PG&E . <br /> When completed, the plant will operate on a continuous basis, <br /> approximately 330 days a year , with an annual three-week shutdown <br /> period for routine maintenance . There will be a total of 12 <br /> full-time employees at the facility upon completion, with <br /> approximately 100 employees during the construction phase <br /> (estimated to last 23J to 3 months) . <br /> The following services are proposed : <br /> Sewage disposal by Lathrop County Water District . <br /> Potable water by Lathrop County Water District . <br /> ° Process water by pipeline from Sharpe Army Depot . <br /> Storm drainage by an on-site retention basin to be located <br /> directly south of the plant within the remaining seven acres of <br /> the subject parcel . <br /> The application is identical to an earlier Site Approval applica- <br /> tion, SA-87-36 , that was approved by the Planning Division on <br /> March 17 , 1988 , with two subsequent revisions requested by the <br /> applicants and approved by the Planning Division on September 30 , <br /> 1988 , and February 17 , 1989 . The proposed use is now a con- <br /> ditionally permitted use in the M-2 zone with a Use Permit (per <br /> Section 9-7302 (d) ) . Because of this change in the Planning <br /> Title, the applicants are seeking this Use Permit , which, if <br /> approved, will substitute for and supercede the existing approved <br /> Site Approval application. <br />
