This approval shall be to establish a <br /> church facility in five phases over five years, as <br /> described below: <br /> PHASE 1: construction of a 5, 600-square-foot membrane <br /> structure for a 299-seat worship center and a 3, 600- <br /> square-foot multi-purpose building to house Sunday school <br /> classrooms, offices, and restrooms; <br /> PHASE 2 : construction of a 14,500-square-foot multi- <br /> purpose building to house a 500-seat worship center, <br /> offices, and classrooms and the removal of the membrane <br /> structure; <br /> PHASE 3 : construction of 10, 000-square-foot, two-story, <br /> 200-seat classroom building and the conversion of the <br /> 3 , 600-square-foot multi-purpose building to a vehicle and <br /> equipment garage, storage area, and concession space; <br />
