No building permit application for the approved project will be accepted after fig r, <br /> years from the project's effective date. <br /> C. STORM DRAINAGE. Stormwater drainage shall be retained on the site. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Site Plan. <br /> Drainage calculations prepared by a registered civil engineer or architect shall be <br /> included. <br /> d. PARKING and SURFACING. Off-street parking shall be provided and comply with the <br /> following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust-free surface. <br /> (Development Tale Section 9-1015.5) <br /> (2) Bumper guards shall be provided where necessary to protect adjacent structures <br /> or properties. (Development Title Section 9-1015.5) <br /> (3) Parking shall be provided for the approved use as follows and may be installed <br /> in compliance with the approved phases : .33 space for each fixed seat in the <br /> approved worship facilities; four spaces for each 1,000 square feet of <br /> administrative offices that are used concurrently with the primary worship <br /> facilities; one space for each 1,000 square feet and .20 space for each participant <br /> in all accessory, mufti-purpose buildings (excluding Sunday school classes) that <br /> are used concurrently with the primary worship facilities; and one space for each <br /> employee at the facility while the worship facilities are in use. <br /> (4) Accessible parking spaces, including van spaces, shall be provided according to <br /> the requirements of Section 9-1015.10 of the Development Title. <br /> (5) The size and location of the parking spaces shall be consistent with the <br /> requirements of Chapter 9-1015 of the Development Title. Parking calculations, <br /> details, and phasing information shall be included on the Site Plan. <br /> (6) One bicycle parking rack or storage device is required for every 20 parking <br /> spaces. (Development Title Section 9-1015.7) <br /> e. LANDSCAPING SHALL BE PROVIDED AS FOLLOWS: <br /> (1) A minimum ten-foot-wide landscaped strip, respecting the ultimate right-of-way <br /> width, shall be installed across the sae's frontage on Lower Sacramento Road. <br /> The strip shall be continuous except where crossed by driveways and walkways. <br /> All areas not used for buildings, parking, driveways, walkways, or other <br /> permanent facilities shall be landscaped (Development Title Section 9-1020.8). <br /> The required landscaping shall be installed prior to the issuance of the Certificate <br /> of Occupancy for the first phase of the approved project. Landscape details shall <br /> be consistent with Chapter 9-1020 of the Development Title and be included on <br /> the Site Plan.
