7.0 GOVERNMENT AGENCY RESEARCH <br /> 7.1 EPA Databases <br /> The California Environmental Protection Agency (EPA) manages contaminated <br /> sites through two sub-agencies: the State Water Resources Control Board <br /> (SWRCB) and the Department of Toxic Substances Control (DTSC). The <br /> SWRCB's GeoTracker database includes underground storage tank (UST) sites, <br /> leaking underground storage tank (LUST) sites, cleanup program sites, and land <br /> disposal sites. The database can be searched by reviewing two lists, the <br /> Permitted Underground Storage Tank (UST) Sites list and the Cleanup Sites list. <br /> DTSC's EnviroStor database includes Federal Superfund sites, State response <br /> sites, voluntary cleanup sites, school cleanup sites, corrective action sites, and <br /> permitted hazardous waste facilities. <br /> Live Oak searched both databases on February 2, 2015 for any listed sites within <br /> one-quarter mile of the Site. The subject Site was not listed on either database, <br /> and no facilities were identified within one-quarter mile of the Site. <br /> 7.2 Hazardous Substance Storage Container Database <br /> From research conducted for a previous investigation in the area, Live Oak was <br /> aware that Aberle Acres, 19750 N. Lower Sacramento Rd. (the subject Site <br /> address) is listed on the Hazardous Substance Storage Container (HIST UST) <br /> database maintained by the State Water Resources Control Board. The listing <br /> indicates that a 1,000-gallon regular gasoline tank was installed in 1979, and a <br /> 1,000 gallon unleaded gasoline tank was installed in 1980. A second listing, <br /> Wildcrest Farm, 2101 E. Woodbridge Rd., may also refer to the subject Site or <br /> the adjacent parcel now carved from the Site,- according to the listing, Wildcrest <br /> Farms had a 1,000 gallon unleaded gasoline tank (installed in 1980). <br /> Live Oak contacted the State Water Resources Control Board for more <br /> information on the listings for Aberle Acres and Wildcrest Farm. Vivian Gomez- <br /> Latino of that agency was able to locate records for Aberle Acres only. The <br /> records describe the container types as single-walled tanks. Nowhere on the <br /> records are the tanks described as "underground," though for the category of <br /> "underground piping," the entry "suction" has been made. <br /> Ms. Gomez-Latino could not provide additional information on the specific <br /> records or on the HIST UST database, beyond that it covered a relatively short <br /> time period from the late 1980s through early 1990s and has not been updated <br /> (personal communication, March 3, 2015). She referred Live Oak to Ben <br /> Henningsberg of the State Water Resources Control Board's UST Division. Mr. <br /> Henningsberg could not access the specific records but stated that, since Aberle <br /> Acres is not listed as a UST site on GeoTracker, he would assume that the <br /> former tank was not underground (personal communication, March 3, 2015). <br /> LOGE 1504 6 <br />
