I. Hydrologic and hydraulic analyses used in the development of the Community Flood <br /> Insurance Studies shall demonstrate that all property, both downstream and upstream of <br /> the discharge, will not be subject to a higher flood level as a result of the proposed -- <br /> drainage. (San Joaquin County Interim Flood Hazard Reduction Policy) <br /> g. Street lighting shall be provided for the subdivision at all intersections and cul-de-sacs. <br /> (Development Title Section 9-1150.11) <br /> h. The property shall annex to County Service Area No. 29 prior to approval of the Final Map <br /> to provide for the operation and maintenance of the street lighting and storm drainage <br /> facilities. (Development Title Section 9-1100.4) <br /> i. The Traffic Impact Mitigation Fee will be required when the parcels are developed. The <br /> fee is due and payable at the time of building permit application. The fee currently is <br /> $1,900.00 per single-family dwelling unit in the Lodi area. The fee shall be automatically <br /> adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. Spiess Road shall be constructed completely with the first phase between Lower <br /> Sacramento Road and North State Route 99 Frontage Road. (Development Title Section <br /> 9-1100.3) <br /> k. A preliminary soils report is required in accordance with County standards for the <br /> purpose of determining the R-value and site preparation requirements. (Development <br /> Title Section 9-910.2) <br /> I. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> M. A grading plan to be included with the improvement plans shall be approved prior to <br /> approval of the Final Map. The grading plan shall contain the information listed in the <br /> UBC, Appendix, Chapter 70, Section 7006(1), complete drainage details, and elevations <br /> of adjacent parcels. Retaining wall details shall be submitted where applicable. Grading <br /> in excess of 5,000 cubic yards shall comply with Section 7014 for "Engineered Grading <br /> Requirements.' <br /> n. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax <br /> rolls, or up to an 18-month period, as the case may be. (Subdivision Map Act Section <br /> 66493) <br /> o. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards, and they shall be shown on the <br /> improvement plans. (Development Title Section 9-1150.2) <br /> P. Access rights shall be dedicated and restricted for Lots 20 and 21 along the frontage of <br /> Lower Sacramento Road and for Lots 1 and 41 along North State Route 99 Frontage <br /> Road.
