URS <br /> The conclusions reached from the various data collected during normal activities, heavy <br /> activities including deliveries of material and daily farming activities indicate that during <br /> most sampling periods the background levels observed exceed the noise standard. <br /> Specifically, the CNEL standard of an equivalent hourly reading of 50dBA is not reliably <br /> met at most times during the 7:00 am. to 10:00 p.m. time period no matter what is taking <br /> place in the area. During working hour activities the CNEL 50dBA hourly equivalent is <br /> exceeded at the property line by approximately l OdBA; however, as stated above the <br /> "best case"ambient level between 10:00 p.m. and 7:00 a.m. on a low activity day is <br /> approximately 53dBA. Clearly, due to the proximity to State Route 99, the 50dBA <br /> CNEL hourly equivalent will be exceeded and should not be used as a criteria for <br /> assessment of compliance with the county noise element. <br /> 70dBA Maximum Level Results <br /> Reviewing the 1-minute histogram during the December 12, 2000 sampling event, which <br /> was a"normal' activity day, it is evident that the 70dBA maximum level was met or <br /> exceeded 0.62% or 10.4 minutes out of 1,678 minutes sampled. Upon analysis of this <br /> data it is apparent that of the 1,678 total minutes recorded the following breakdown of the <br /> readings occurred. The data indicates that nine of the readings were attributed to the set- <br /> up and take down of the sampling equipment, one reading was related to the arrival of the <br /> "hydroseeder" concurrent with movement of some equipment by a neighbor, and one <br /> reading was from a neighbors car and barking dog. Six readings were from unknown <br /> short-term sources. It is speculated that these data could be traffic-related noises due to <br /> the sporadic times that they occurred. These results are not considered statistically <br /> significant. <br /> Upon review of the 1-minute histogram data from January 15, 2001 (a"heavy" workday <br /> with a scheduled delivery)the 70dBA maximum level was exceeded 4.77% or 69.5 <br /> minutes out of 1,456 sampled minutes. The 1,456 total minutes analyzed resulted in the <br /> following analysis. Eight readings were related to the set-up, checking and take down of <br /> the equipment. Twenty-seven readings were related to farming activities associated with <br /> fumigation a nearby orchard, three readings were related to jets flying overhead, and one <br /> reading was connected to the neighbors quad runner. Readings associated with the site <br /> operation include four readings related to the "hydroseeder", eight readings were <br /> attributable to the arrival,positioning, unloading and departure of the "18-wheeler" and, <br /> and 23 readings were associated with the power washer being used within three feet of <br /> the meter. <br /> On this day, it is of particular interest to note that between the hours of 8:30 a.m. and <br /> I0:00a.m. the 10-minute histogram was impacted at greater than or equal to the 70dBA <br /> Noise Survey Report 4 <br /> Premier Environmental Services, Inc <br /> 01/31/01 <br />
