vacations or winter skiing, adds to the problem. To have soccer traffic
slowing to make a left turn, or even a right turn if approaching the facility
from the east, would severely complicate the matter. We see no allowance in
the application for turn lanes. In fact, what appears to be permanent fencing
has already been installed. Obviously the owner has no plans to allow any of
his land to be used for slow traffic which is approaching or leaving the soccer
complex.
3. It places on undue burden on the San Joaquin County Sheriff's
Department to handle problems that may arise in this remote corner of the
county. At present we rarely need a Sheriffs deputy out here, but we would
hope that the soccer complex would be closely watched by the Sheriffs
Department for the presence of drug trafficking or other illegal activities that
so often occur where there is a crowd. We certainly don't want this going on
at a facility that is for the benefit of the youth. If this project is for the youth
of the community of Escalon, it should be in Escalon itself where the majority
of the children reside. The Escalon police force would then have jurisdiction
and it is already is place to patrol and monitor. It would take a while for a
Sheriff deputy who is patrolling in the southeastern portion of the county to
arrive to diffuse any problems. Time is usually of the essence when
authorities are needed.
As mentioned earlier;it appears that construction has already been
commenced. Fencing is in, curbing for the driveway is in place, pavement is
being laid and foundations for buildings have been formed - perhaps even
poured by now. Has this been done without the benefit of a public hearing?
Is the owner proceeding with no regard for going through proper procedures
or has he been granted consideration prior to the public hearing? Is the
public hearing merely perfunctory?
Please consider our comments in opposition to the project. We feel a soccer
complex is not compatible with the proposed location.
Thank you.
Very truly yours,
Wallace D. Heard
Pauline E.
