h. A Traffic Impact Mitigation Fee will be required for this development. The Fee is due and payable <br /> at the time of excavation plan approval. The Fee currently is $170.83 per trip-end in the Manteca <br /> area. The Fee will automatically be adjusted July 1 of each year by the Engineering Construction <br /> Cost Index as published by the Engineering News Record. The number of trip-ends may be <br /> determined by a proportion to the length in time of quarry operation. <br /> i. The entrance from Madruga Road to the edge of the right-of-way shall be engineered using <br /> estimated truck trips to calculate"TI" and to design the corresponding structural roadway section. <br /> j. Madruga Road and Guthmiller Road from the project entrance to the State Route 120 eastbound <br /> on-ramp shall be improved to accommodate the increased truck traffic. The improved section <br /> shall be based on the resulting traffic index. <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact: Raymond Borges, 468-3284) <br /> a. No excavation is permitted into the groundwater table without specific approval from the Regional <br /> Water Quality Control Board, Central Valley Region. (Water Code, Chapter 4, Article 3, Section <br /> 13240) <br /> b. The materials from an excavation shall not be deposited into any watercourse nor in any way <br /> contribute to the pollution thereof. (California Water Code, Section 13376) <br /> c. An approved potable water supply must be provided for all employees. (Development Title <br /> Section 9-1100.1) <br /> Note: The Environmental Health Division cannot support the use of the existing agricultural well <br /> for domestic purposes. <br /> d. Approved sanitary facilities must be provided for all employees. (Development Title Section 9- <br /> 1100.1) <br /> Note: The proposed trailer may require construction of a sewage disposal system under permit <br /> and inspection by the Environmental Health Division. (Development Title Sections 9-1110.3 and <br /> 9-1110.4) <br /> e. The applicant shall install and maintain a test well for the purpose of monitoring the groundwater <br /> elevation. The depth of the groundwater shall be reported to the County Environmental Health <br /> Division on a quarterly basis. The depth of the excavation in the quarry will be limited to two feet <br /> above the groundwater elevation. Should the groundwater elevation rise into the excavation, the <br /> operator will cease operation until such time the groundwater elevation recedes. The applicant <br /> consents that if any excavation below the groundwater is to take place, the applicant shall obtain <br /> the appropriate permits. <br /> Conditions of Approval -6 - QX-00-1 <br />
