Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Negative Declaration;and
2. Approve Quarry Excavation Permit No. QX-00-1 with the Findings and Conditions of
Approval contained in the staff report.
Findings
1. The proposal is for the removal of regionally significant or substantial deposits of mineral resources
and not for the removal of prime farmland.
This finding can be made because the project site is located within an area with
substantial mineral resource deposits. The topsoil will be stockpiled, and the site will be
returned to agricultural uses following reclamation of the excavated areas.
2. The proposed reclamation of the property upon completion of the excavation will leave the property in
a condition that will allow its reuse.
This finding can be made because the reclamation plan indicates that three feet of topsoil
will be replaced on the site. The maximum slope at the edge of the site and at the change
of grade will be 4:1. The site will be planted in alfalfa.
3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or
be injurious to the property or improvements in the vicinity.
• This finding can be made because the Initial Study prepared for the project indicates that all
of the potentially significant, adverse environmental impacts associated with the project can
be mitigated to less than significant levels. The identified mitigation measures are
incorporated into the Conditions of Approval and a Mitigation Monitoring Program.
San Joaquin County QX-00-1\Roorda
Community Development Page 5
