Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration;and <br /> 2. Approve Quarry Excavation Permit No. QX-00-1 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> 1. The proposal is for the removal of regionally significant or substantial deposits of mineral resources <br /> and not for the removal of prime farmland. <br /> This finding can be made because the project site is located within an area with <br /> substantial mineral resource deposits. The topsoil will be stockpiled, and the site will be <br /> returned to agricultural uses following reclamation of the excavated areas. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the property in <br /> a condition that will allow its reuse. <br /> This finding can be made because the reclamation plan indicates that three feet of topsoil <br /> will be replaced on the site. The maximum slope at the edge of the site and at the change <br /> of grade will be 4:1. The site will be planted in alfalfa. <br /> 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or <br /> be injurious to the property or improvements in the vicinity. <br /> • This finding can be made because the Initial Study prepared for the project indicates that all <br /> of the potentially significant,adverse environmental impacts associated with the project can <br /> be mitigated to less than significant levels.
