Conditions <br /> Quarry Excavation Application No. QX-00-1 was approved by the Planning Commission on <br /> The effective date of approval is . This approval will expire on which is 18 months from <br /> the date of approval,unless(1) all Conditions of Approval have been complied with, (2) all necessary <br /> building permits have been secured and remain in force, and (3) all necessary permits from other <br /> agencies have been secured and remain in force. <br /> Unless otherwise specified,all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Chandler Martin,468-3144) <br /> a. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25)feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> b. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic control and warning signs shall be installed, if required,at such intersections. The placement <br /> and size of these signs shall be approved by the Director of Public Works. (Development Title <br /> Section 9-1415.3[c]) <br /> c. EROSION CONTROL: Protective vegetative planting,silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by the Development Services Division shall be part of the reclamation plan. (Development <br /> Title Section 9-1415.3[d]) <br /> d. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit. (Development Title Section 9- <br /> 1415.3[e]) <br /> e. HOURS OF OPERATION: Plant operations shall normally be carried on during the hours from 5:00 <br /> a.m. to 9:00 p.m. (DevelopmentTitle Section 9-1415.3[9) <br /> f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation <br /> permit. (Development Title Section 9-1415.3[g]) <br /> g. WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with <br /> instructions from the Agricultural Commissioner of San Joaquin County. (Development Title Section <br /> 9-1415.3[h]) <br /> h.
