The location of the parcel is outside of the above-listed areas and <br /> communities, therefore, it's current designation of Agricultural is <br /> consistent with the General Plan Map. <br /> General Plan Amendment Implementations (General Plan Volume I pp IV-13,14) <br /> Implementation No. 13(b): In reviewing an application for a General Plan <br /> 2010 Map amendment to convert land from agricultural to non-agricultural <br /> urban uses, the following criteria should be used for evaluation: <br /> (1) the merits of the proposed project and the availability of <br /> comparable alternative sites in areas already designated for <br /> urban uses; <br /> There are alternate sites available within the Stockton <br /> and Lodi communities that permit industrial use. <br /> (2) the potential for the project to create premature development <br /> pressure on surrounding agricultural lands; <br /> The project would likely create premature development <br /> pressure on surrounding agricultural land, and may <br /> serve as the impetus for other similar requests for <br /> General Plan Amendments and Zone Reclassifications. <br /> (3) the availability of infrastructure: <br /> The project site is not fronted by a minor arterial or <br /> higher classification roadway, and necessary public <br /> services are not available. <br /> (4) the resulting development pattern; leapfrog development <br /> shall be strongly discouraged; and <br /> The project site is representative of leapfrog <br /> development. <br /> (5) the classification of the property in the Important Farmlands <br /> Inventory System; <br /> The Important Farmlands Inventory System identifies <br /> the project site as 'other' farmland. <br />
