The proposed project site does not currently have access to a public wastewater treatment plant, a public water system, or a public drainage system. The I-W zone is the only zone which permits industrial development with septic tanks, however, public water services and public storm drainage would continue to be required. Infrastructure Requirements The following are the minimum requirements for approval of Tentative Maps for new development and may also be necessary for other discretionary applications. (a) Wastewater Treatment for Industrial Areas Outside of Communities: Public wastewater treatment system serving the entire planned area. (System may be private if only one parcel in involved.) Septic systems may be permitted in the Truck Terminals Designation and in the Warehouse Industrial zones, if General Plan policies and Development Title Regulations are met. (General Plan, Volume I, pg. IV-103) (b) Water Supply for Industrial Areas Outside of Communities: Public Water system serving the entire planned areas (System may be private if only one parcel in involved.) Individual wells may be permitted in the Truck Terminals designation. (General Plan, Volume I, pg. IV-105) (c) Stormwater Drainage for Industrial Areas Outside of Communities: Public drainage system serving the entire planned area (System may be private if only one parcel in involved.) On-site drainage may be permitted in Truck Terminals designation. (General Plan, Volume I, p. IV-109) As indicated above, the proposed project site is located outside of the communities of Lodi and Stockton and is zoned AG-40 (General Agriculture - 40-acre minimum). The site does not have access to a public wastewater treatment system, a public water system, or a public drainage system. In the I-W Zone, septic systems may be permitted if there is public water and public storm drainage.
