Surface and Subsurface Contamination Report 1 rerrcon
10516 E. Peltier Road ■Acampo, California
April 17, 2018 ■Terracon Project No. NA177074
3.1.1 Federal and State/Tribal Databases
Regulatory database information was provided by EDR, a contract information services
company. The purpose of the records review was to identify environmental concerns in
connection with the site. Information in this section is subject to the accuracy of the data
provided by the information services company and the date at which the information is updated,
and the scope herein did not include confirmation of facilities listed as "unmappable" by
regulatory databases.
Based on a review of the regulatory database, the site is identified in the Facility Index System
(FINDS), Hazardous Substance Storage Container Database (HIST UST), and Facility and
Manifest Data (HAZNET) database listings. Based on a review of the HIST UST listing, a 500-
gallon gasoline UST registered to former owner Ernest Gribaudo was installed on the site in
1965. Based on a review of the FINDS listing, John Gribaudo and the site address was listed
on the United States Environmental Protection Agency (EPA) website (EPA Registry ID
110065030692). Based on a review of the HAZNET listing, waste streams were reported as
waste oil and mixed oil with approximately eight tons reportedly disposed at a recycler in the
year 2003. Terracon presumes the HAZNET listing, is associated with a diesel release which
occurred on the site in the year 2003. Refer to Section 2.3 and Section 3.1.2 for further
discussion.
3.1.2 Local Agency Inquiries
Agency Contacted/
Contact Method Response
San Joaquin County Environmental Two well permits were available in the online records for the
Health Department/Email and Online site address. Permit No. 73-151 was issued for a new
Search irrigation well in 1973. Permit No. 87-2883 was issued in
1987 for installation of a domestic well. It is uncertain if the
well is associated with the site as the corresponding site
diagram indicated the location of the well near Tully Road,
which is northeast of the site. Additionally, Mr. Domenique
Martorella of the agency, provided chemical inventories dated
2011 and 2016 for diesel and sulphur, a survey for a 1,000-
gallon diesel AST, and a complaint and investigation report
dated 2003 which indicated contaminated soil from an
approximately 800-gallon diesel release was removed from
the site under EHD supervision. The EHD noted,
confirmation samples were collected; however, laboratory
results were not provided by the EHD. Mr. Martorella
indicated there was no underground storage tank information
available.
San Joaquin County Building and Terracon searched for records available on the San Joaquin
Community Development Department/ County Community Development Department website.
