The dimensions of the proposed parking spaces on the site plan are nine (9)feet wide <br /> by nineteen (19)feet long_ The guidelines for parking stall dimensions for automobiles <br /> are a minimum of nine (9)feet wide by twenty (20)feet long (Development Title Section <br /> 9-1015.5). The handicapped accessible parking space must be twenty (20) feet long by <br /> seventeen (17)feet wide (nine (9)feet wide parking area and'an eight (8)foot wide <br /> loading and unloading area) (Development Title Section 9-1015.5). The dimensions for <br /> automobile stalls and surfacing material must be shown on the Improvement Plan. <br /> Signs <br /> The applicant is proposing a four(4)foot by eight(8) foot monument sign, measuring six <br /> (6)feet in height. Pursuant to Development Title Section 9-1710.4(h), monument signs <br /> shall not exceed sixty (60) square feet per sign face and be a maximum of six (6)feet in <br /> height. The proposed sign meets these requirements. The proposed sign for the winery <br /> shall be consistent with Chapter 9-1710 of the Development Title and be included on the <br /> Improvement Plan. All portions of any sign shall be set back a minimum of five (5)feet <br /> from any future right-of-way line, including any corner cut-off(snipe). (Development <br /> Title Section 9-1710.2[g]) <br /> Riparian Habitat <br /> Gill Creek abuts the northern 340 feet of the eastern property line. The project site is <br /> located 1,200 feet south of Gill Creek. Development Title Section 9-1510.5 states that <br /> parallel to any natural bank of a waterway, a natural open space for riparian habitat and <br /> waterway protection shall be 'maintained to provide nesting and foraging habitat and the <br /> protection of waterway quality. The minimum width of said open space shall be one- <br /> hundred (100)feet, measured from the mean high water level of the natural bank or fifty <br /> (50)feet back from the existing riparian habitat, whichever is greater. Water-dependent <br /> uses may be permitted in this buffer. The setback must be shown on the Improvement <br /> Plan. No new construction may be permitted in this buffer. <br /> Change of Occup_an� <br /> The proposed small winery project is a change in use from a detached garage building <br /> to a winery and requires a Building Permit for a change of occupancy from a U <br /> occupancy to a MIS-21F-2 Occupancy. The Building'Permit required as a part of the <br /> proposed project must be prepared by a registered Civil Engineer or licensed Architect. <br /> Accessible restrooms and parking are also required. <br /> The Community Development Department has reviewed the Site Approval application <br /> and responses from other agencies, and providing any outstanding issues have been <br /> resolved, will approve the project subject to the following conditions: <br /> Site •Approval Application. No. PA-1 100124 was approved by the Community <br /> Development Department on. The effective date of approval is. This approval will <br /> expire one, which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been secured and remain in force, and (3) all necessary permits from other <br /> agencies have been secured and remain in force. <br /> '2 <br />
