Compliance Date <br /> Because the stable has been operating without the benefit of necessary permits, a <br /> shortened compliance date shall apply. See condition of approval 1.c. for the time frame. <br /> Accessory Uses <br /> The applicant states in the application that the project is "about riding horses, camping, <br /> learning good moral values, and the necessity of team work." The applicant needs to <br /> provide additional details regarding the camping portion of the project. Is this a weekly <br /> occurrence? If so, how many people camp on the site at a time and where do they <br /> camp? If there are any other activities associated with the project, the applicant should <br /> inform the Community Development Department to determine if the uses may be <br /> considered accessory to a commercial riding stable. <br /> Animal Enclosures <br /> Development Title Table 9-1045.3 states that, except for movement on and of the <br /> property, animals shall not be kept or maintained in pens, corrals, or within barns or <br /> similar structures, on property of less than '/z acres, closer than 40 feet from any rear or <br /> side property line. The horse stalls identified as "Q" on the site plan appears to be <br /> located 10 feet from the side property line. As a result, the applicant has two options. <br /> The first option is to provide documentation to the Community Development Department <br /> that an approved building permit was obtained to construct this structure. If a building <br /> permit was originally approved at this location, the Community Development Department <br /> could consider the structure legal non-conforming and the stalls could remain at the <br /> existing location. The second option is to relocate the horse stalls to meet the 40 foot <br /> setback requirement. The relocation of the stalls may require obtaining a building <br /> permit. The remaining structures appear to meet the 40 foot setback requirement from <br /> the property line. <br /> Access <br /> Development Title Section 9-1015.3(h) states that access driveways [to parking areas] <br /> shall have a width of no less than twenty-five (25) feet for two-way aisles and sixteen <br /> (16) feet for one-way aisles, except that in no case shall driveways designated as fire <br /> department access be less than twenty (20) feet wide. According to the site plan, the <br /> applicant's driveway appears to have a width of approximately ten (10) feet. This <br /> driveway will be required to be widened to provide two-way access (or provide a second <br /> driveway for ingress or egress for one-way access) as a condition of approval. <br /> Parking & Surfacing <br /> Development Title Section 9-1015.3 (Table 9-1015.3[b]) states that 0.67 parking spaces <br /> are required per 1,000 square feet of building space and 0.67 spaces are required per <br /> employee. As a result, a minimum of four (4) parking spaces shall be provided, <br /> including at least one (1) van accessible space. Development Title Section 9-1015.5(e) <br /> states that all permanent parking spaces (which include parking spaces, driveways, and <br /> maneuvering areas) in all zoning districts shall be surfaced and permanently maintained <br /> with asphalt concrete or Portland cement concrete to provide a durable and dust free <br /> surface. Ingress and egress areas that connect to a paved road or highway shall also <br /> be surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete to provide a durable dust free surface.
