Riparian Habitat <br /> Bear Creek abuts the western and northern property lines of the project site. <br /> Development Title Section 9-1510.5 states that parallel to any natural bank of a <br /> waterway, a natural open space for riparian habitat and waterway protection shall be <br /> maintained to provide nesting and foraging habitat and the protection of waterway <br /> quality. The minimum width of said open space shall be one-hundred (100) feet, <br /> measured from the mean high water level of the natural bank or fifty (50) feet back from <br /> the existing riparian habitat, whichever is greater. Water-dependent uses may be <br /> permitted in this buffer. There is an existing levee which protects the existing riparian <br /> habitat. The Department of Public Works is requiring, as a Condition of Approval, a <br /> building setback of ten feet from the toe of the levee. The setback must be shown on <br /> the Improvement flan. <br /> Packing and Surfacing <br /> Development Title Section 9-1015.3 (Table 9-1015.3[b]) states that the Religious <br /> Assembly-Regional use type requires 0.33 parking spaces per seat. As a result, a total <br /> of 330 parking spaces will be required, including eight (8) accessible spaces, one of <br /> which shall be van accessible. A minimum of 115 spaces shall be provided, including <br /> five (5) accessible spaces, one of which shall be van accessible, for Phase I. A <br /> minimum of 215 spaces shall be provided, including three (3) accessible spaces, for <br /> Phase V. The applicant is proposing to provide a total of 466 parking spaces and ten <br /> (10) accessible spaces which meets the minimum parking requirements. All permanent <br /> parking lots (which include parking spaces, driveways, and maneuvering areas) must be <br /> surfaced and permanently maintained with asphalt concrete or Portland cement concrete <br /> to provide a durable dust free surface. Ingress and egress areas that connect to a <br /> paved road or highway shall also be surfaced and permanently maintained with asphalt <br /> concrete of Portland cement (Development Title Section 9-1015.5[e]). <br /> Signs <br /> The applicant is proposing two off-premise signs as the tentative sign locations are <br /> located on the adjacent parcels to the south and west along North State Route 99 East <br /> Frontage Road and Eight Mile Road respectively. The subject parcel and adjacent <br /> parcel to the south and west are zoned General Agriculture. Off-Premises signs are not <br /> permitted in the General Agriculture zoning designation pursuant to Development Title <br /> Table 9-605.2, <br /> Landscaping <br /> Development Title Section 9-1020.7 states that all areas not used for buildings, parking, <br /> driveways, walkways, or other permanent facilities shall be landscaped. Development <br /> Title Section 9-1020.5 states that parking areas with more than twenty (20) stalls shall <br /> provide a minimum of five percent (5%) of landscaping within the perimeter of the <br /> parking area, not including landscaping along street frontages. One tree shall be <br /> required for each five (5) parking stalls, or portion thereof, and shall be evenly spaced <br /> throughout the parking lot. As a result, a minimum of sixty-six (66) trees will be required <br /> as a condition of approval. <br /> 3 <br />
