PA-0600287 OF HARVEST BIBLE CHURCH <br /> (FOURTH DISTRICT). <br /> IT IS RECOMMENDED: <br /> F <br /> That the Board of Supervisors: <br /> 1. Deny the appeal and uphold the Planning Commission's approval of a Negative <br /> Declaration for Use Permit No. PA-0600287. <br /> BACKGROUND: <br /> This is an appeal of the Planning Commission's approval of a Negative Declaration for a Use <br /> Permit application for a new church with a maximum seating capacity of 1,000 people. The <br /> church will be constructed in five (5)phases over a twelve (12) year period. (Use Type: Religious <br /> Assembly-Regional) The site is zoned AG-40 and is located on the east side of State Route 99 <br /> East Frontage Road, 1,200 feet north of Eight Mile Road. <br /> The site currently has two existing single family residences, a detached garage, and a shed. <br /> REASON FOR RECOMMENDATION: <br /> The Planning Commission heard this matter at its regular meeting on October 16, 2008. Five <br /> people spoke in favor of the project and five people spoke in opposition. Commissioner <br /> Devencenzi stated he was concerned about preserving agricultural land and cannot make finding <br /> number 1. After consideration of all oral and written testimony, the Planning Commission voted <br /> 4-1 to approve the Negative Declaration and approve the Use Permit. On October 23, 2008, the <br /> Morada Area Association appealed the Planning Commission's approval of the Negative <br /> Declaration to the Board of Supervisors. <br /> f <br />
