Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-0600287 with the Findings and Conditions of Approval contained in <br /> the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the Religious Assembly- Regional use type may be <br /> conditionally permitted in the AG-40 (General Agriculture, 40 acre minimum) zone with an <br /> approved Use Permit application. The project site has a General Plan designation of <br /> General Agriculture (A/G). The AG-40 zone is an implementing zone of the of the General <br /> Agriculture designation of the General Plan. The project is consistent with the goals, <br /> policies, standards, and maps of the General Plan. There are no Master Plan, Specific Plan, <br /> or Special Purpose Plans applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because additional utility and sanitation systems are not required. <br /> The project will be required to be served by an on-site well, septic system, and on-site <br /> retention basin. The applicant has conducted a Soil Suitability/ Nitrate Loading study and <br /> the sewage system will be constructed under permit and inspection by the Environmental <br /> Health Department. The Environmental Health Department is also requiring that the <br /> applicant conduct a percolation test to determine that the area is suitable for septic tank <br /> usage. Additionally, as a Condition of Approval, the applicant will obtain access from State <br /> Route 99 East Frontage Road and will obtain secondary access via frontage from Eight Mile <br /> Road, <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 17.08 acre primary parcel involved is of adequate <br /> size and shape to accommodate the proposed use and all yards, building coverage, <br /> setbacks and other requirements of the Development Title. The Site Plan shows that there <br /> is sufficient area for parking and circulation, in compliance with Standards of the <br /> Development Title.
