Sunset Clause <br /> The applicant has indicated the private K-8 school will be relocated to an off-site parcel <br /> in two years and inquired about obtaining a planning permit with a sunset clause. <br /> County Counsel is in the process of reviewing this request. <br /> Technical Memo <br /> The Department of Public Works submitted a response letter dated December 20, 2012 <br /> indicating a Technical Memo is required to be submitted before the Department of Public <br /> Works can support or deem the application complete. The Technical Memo must be <br /> from a registered traffic engineer certifying the proposed development will not degrade <br /> adjacent roadways and/or intersections to unacceptable conditions. The Technical <br /> Memo must be submitted and reviewed by the Department of Public Works before an <br /> Initial Study can be circulated. <br /> Access & Circulation <br /> Development Title Section 9-1015.5(h) (1) states, "Access driveways shall have a width <br /> of no less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way <br /> aisles." The Improvement Plan shall clearly delineate the circulation pattern for vehicular <br /> traffic. <br /> Parking <br /> The applicant is proposing to utilize 8,560 square feet of existing structures and <br /> construct 1,920 square feet of buildings and expects a maximum of 200 students. <br /> Development Title Table 9-1015.3(a) states that for the Education Services-General use <br /> type, 1 parking space must be provided for each 1,000 square feet of building area and <br /> .20 parking spaces must be provided for each student. As a result, 49 additional parking <br /> spaces would be required, including 2 accessible spaces, one of which shall be van <br /> accessible. 476 parking spaces are depicted on the Site Plan. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of nine (9) <br /> feet wide by twenty (20) feet long (Development Title Section 9-1015.5). The accessible <br /> parking space must be twenty (20) feet long by seventeen (17) feet wide (nine (9) feet <br /> wide parking area and an eight (8) foot wide loading and unloading area) (Development <br /> Title Section 9-1015.5). The parking surfacing requirement for religious facilities shall be <br /> asphalt concrete or Portland cement concrete pursuant to Development Title Section 9- <br /> 1070.5(h). <br /> Use Permit application No. UP-97-3 required 286 parking spaces. As a Condition of <br /> Approval, at full buildout, the applicant shall provide a total of 335 parking spaces. The <br /> applicant appears to meet this requirement. <br /> The location, dimensions, and surface material for automobile stalls must be shown on <br /> the Improvement Plan. <br /> 2 <br />
