i) SCREENING: Screening shall be provided and comply with the following: i) All storage materials and related activities, including storage areas for trash, shall be screened so as not to be visible from adjacent properties and public rights-of-way- Screening shall be six (6) to seven (8) feet in height Items stored within one hundred (100) feet of a dedicated street or residential zone shall not be stacked higher than two (2)feet above the adjacent screen. (Development Title Section 1022.4[e][2][A]) j) SIGNS: Sign details shall be consistent with Chapter 9-1710 of the Development Title and be included on the Site Plan. All portions of any sign shall be set back a minimum of five(5) feet from any future right-of-way line, including any comer cut-off(snipe). (Development Title Section 9-1710.2[g]) 2. COUNCIL OF GOVERNMENTS-AIRPORT LAND USE COMMISSION (Staff Contact Laura Brunn, 235-0438) a) The following standards and project design conditions specific to compliance with the ALUCP are as follows: b) The dedication of an avigation easement is required for the project site that shall: I) Provide the right of flight in the airspace above the property. ii) Allow the generation of noise and other impacts associated with aircraft overflight. iii) Restrict the height of structures, trees and other objects. iv) Permit access to the property for the removal or aeronautical marking of objects exceeding the established height limit, and v) Prohibit electrical interference, glare, and other potential hazards to flight being created on the property. c) New land uses that may cause visual, electronic, or increased bird strike hazards to aircraft in flight shall not be permitted within any airport's influence area. Specific characteristics to be avoided include: I) Glare or distracting lights which could be mistaken for airport lights. Reflective materials are not permitted to be used in structure or signs(excluding traffic directing signs). ii) Sources of dust,steam,or smoke which may impair pilot visibility. iii) Sources of electrical interference with aircraft communications or navigation. No transmissions which would interfere with aircraft radio communications or navigational signals are permitted. iv) Any proposed use, especially landfills and certain agricultural uses, that creates an increased attraction for large flocks of birds. d) Within the AIA,ALUC review is required for any proposed object taller than 100 feet AGL. e) Regardless of location within San Joaquin County, ALUC review is required in addition to FAA notification in accordance with Code of Federal Regulations, Part 77, for any proposal for construction or alteration under the following conditions: i) If requested by the FAA ii) Any construction or alteration that is more than 200 feet AGL at its site.
