j. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls or up to an <br /> 18-month period, as the case may be. (Subdivision Map Act Section 66493) <br /> k. The property shall transfer to a zone within County Service Area 49 prior to approval of the <br /> Improvement Plans to provide for the operation, maintenance, and improvement of street lighting <br /> facilities. A new assessment for the zone shall be approved by the property owners prior to approval <br /> of the Final Map. The assessment for the new zone shall be based on the cost for maintenance, <br /> operation, system improvements, and any replacement program of facilities within CSA 49. The <br /> applicant shall pay for the cost to process the transfer and assessment for the new zone. In addition, <br /> the applicant shall pay for the maintenance and operation of the system from the time the facilities <br /> are accepted by the District until the transferred area is placed on the assessment role of the District. <br /> (Development Title Section 9-1100.5) <br /> I Drainage from the improved portion of each parcel plus half the road shall be retained on the site by <br /> a retention pond (18-inch maximum depth). Drainage for each pond shall be calculated by a <br /> registered civil engineer, an architect, or a licensed contractor prior to issuance of building permits. <br /> (Development Title Section 9-1135.9) <br /> m The applicant shall keep the unnamed creeks free of all obstacles that impede the flow of water, and <br /> any alteration to the unnamed creeks will require obtaining a Watercourse Encroachment Permit <br /> from Public Works. <br /> n. All future structures shall be set back a minimum of 25 feet from the banks of all natural drainage <br /> channels. The 25-foot setback shall be delineated on the Final Map. <br /> o The subdivision drainage system shall be designed to accept drainage entering the site from all <br /> culverts crossing the frontage road and from the property to the south. <br /> p. The gate shall be set back to provide adequate vehicular stacking and turn-around. <br /> q. The applicant shall submit a Notice of Intent to comply with the State's National Pollution <br /> Discharge Elimination System General Construction permit and obtain a Storm Water Pollution <br /> Prevention Plan permit from the State Water Resources Control Board prior to the beginning of <br /> any construction. <br /> NOTE: In the Rural Residential roadway, an AC dike shall be prohibited, and the shoulder width shall be <br /> six feet wide. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) <br /> a. Environmental Health requires a soil suitability/nitrate loading study indicating that the area is <br /> suitable for septic tank usage. This must be performed prior to recordation of the Parcel/Final <br /> Map (Development Title Section 9-1105.2[d]). A review fee of$465.00 must be paid at the time <br /> of submittal to Environmental Health. <br /> b. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or EPA Design Manual for on-site waste water treatment and disposal systems is <br /> required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> NOTE: All percolation tests are to be conducted in areas of proposed engineered septic systems. <br /> Prior to approval of percolation tests, a Parcel Map shall be submitted to Environmental Health <br /> with dimensions of septic area required by percolation tests under San Joaquin County Sewage <br /> Conditions of Approval -4 - PA-0500329 <br />
