CONDITIONS OF APPROVAL SA-96-17 Oldcastle Precast Site Approval Application No. SA-96-17 was approved by the San Joaquin County Community Deveiopment Department on July 15, 1996. The effective date or approval is July 25, 1996. This approval will expire on January 24, 1998, which is 18 months from the effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force, and (3) all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as Ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance requirements may apply. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Chandler Martin, 468-3190) a. EFFECTIVE DATE: Building permits cannot be issued until August 8, 1996, which is the effective date of Zone Reclassification No. ZR-96-1. b. BUILDING PERMIT: Submit an 'APPLICATION-COMMERCIAL BUILDING PERMIT.' The Site Plan required as a part of the building permit must be prepared by a registered civil engineer or licensed architect. This Plan must show drainage, driveway access details (including gates), on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer to the'SITE PLAN CHECK LIST'for details). A fee is required for the Site Plan review. (Development Title Section 9-884) C. APPROVED USE: This approval is for the expansion of an existing concrete manufacturing facility by the addition of outside manufacturing of pre-stressed concrete piles as shown on the Plan submitted March 25, 1996. New structures include an 800- square-foot office, an 800-square-foot lunch/restroom facility, three storage silos, 1600 square feet for equipment and storage, and a mixer and batch plant. d. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the initiation of the use. The Business License may be applied for concurrently with the building permit application. (Section 7-1000 of the County Ordinance Code) e. LOT LINE ADJUSTMENT: A Lot Line Adjustment shall be approved, and a Notice of Lot Line Adjustment shall be recorded, prior to issuance of Building Permits. f. STORM DRAINAGE: Terminal drainage shall be provided, or storm water drainage shall be retained on the site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included.
