Parking and Surfacing <br /> The site plan proposes an aggregate base surface for the entire vehicle storage area. However, <br /> vehicle storage area driveways and maneuvering areas shall be surfaced and permanently <br /> maintained with asphalt concrete or portland cement concrete to provide a durable dust free <br /> surface. The improvement plan for the project shall include the surface material and design of <br /> the maneuvering lane(s). <br /> Lot Lines <br /> The site plan indicates that the storage areas cross parcel boundaries. Since the project site <br /> consists of multiple parcels, an approach needs to be identified to establish the intended use. <br /> Possible approaches would include the following: <br /> 1. A lot line adjustment can be executed to separate the residentially zoned portion from <br /> the industrially zoned portion. This would remove the current separation in the industrial <br /> zone and place the industrial use on a single parcel. <br /> 2. A voluntary merger can be executed to create one large parcel. The residential use <br /> would still require physical separation from the industrial use but the industrial use would <br /> be on a single parcel. <br /> 3. A stand alone use could be established for each industrial parcel. This would require <br /> duplication of office, parking, and restrooms for each parcel to make each parcel's use <br /> independent of the other. Stormwater retention could still be accomplished through <br /> easement and maintenance agreements. <br /> Access and Circulation <br /> The site plan indicates two way access via twenty-four (24) foot wide lanes. Access driveways <br /> shall have a width of no less than twenty-five (25)feet for two-way aisles and sixteen (16) feet for <br /> one-way aisles, except that in no case shall driveways designated as fire department access be <br /> less than twenty (20) feet wide. (Development Title Section 9-1015.5[h][1]) The improvement plan <br /> for the project shall reflect the appropriate access lane widths. <br /> A portion of the site is zoned Low Density Residential along Clark Drive. The site plan indicates <br /> that this portion of the site is not part of the project. Access to the project site will not be <br /> permitted from Clark Drive. <br /> The site plan does not indicate an access gate on State Route 99 Highway East Frontage Road <br /> but does indicate the required screening. The project will involve the use of large auto transport <br /> trucks. In order to facilitate the safe ingress of these vehicles, access gates must be recessed <br /> from the property line a minimum of sixty five (65)feet. The improvement plan for the project shall <br /> include detail on the access gate location. <br /> Landscaping <br /> The site plan does not indicate any landscaping. There are requirements for landscaping for <br /> parking areas, areas adjacent to residential, and areas along the right-of-way. The improvement <br /> plan for the project shall include detail for landscaping for the following items: <br /> 1) A minimum ten (10) foot wide landscaped strip, respecting the ultimate right-of-way <br /> width of State Route 99 Highway East Frontage Road, shall be installed across the <br /> frontage of the project site. <br /> 2 <br />
