CONDITIONS OF APPROVAL SA-99-100 Delta Stockton Humane Society Site Approval Application No. SA-99-100 was approved by the San Joaquin County Community Development Department on February 15, 2000. The effective date of approval is February 25, 2000. This approval will expire on August 26, 2001, which is 18 months from the effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force, and (3) all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as Ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance requirements may apply. 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact: Kai Luoma,468-9567) a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT." The Site Plan required as a part of the building permit must be prepared by a registered civil engineer or licensed architect. This Plan must show drainage,driveway access details(including gates, ) on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title Section 9-884) b. APPROVED USE: This approval is for the expansion of an animal shelter in three phases over 5 years as shown on the Plan submitted December 17, 1999. Phasing is as follows: (1) Phase 1: Construction of a 1,040-square-foot garage/food storage building, construction of a 1,516-square-footdog kennel building, and the construction of a 4,450-square-footdog kennel building. This phase will also include the demolition of 2,700-square-foot building and a 625- square-foot building. Approval shall expire in 18 months unless all conditions of approval for Phase 1 have been complied with, all necessary building permits have been issued and remain in force,and all necessary permits from other agencies have been issued and remain in force. (2) Phase 2: Construction of a 1,120-square-footcattery. (3) Phase 3: Construction of an approximately 1,575-square-foot office building and the demolition of an approximately 1,000-square-foot office building. Phase 3 will be completed within 5 years. Approval shall expire in 5 years unless all conditions of approval for Phase 2 and 3 have been complied with, all necessary building permits have been issued and remain in force, and all necessary permits from other agencies have been issued and remain in force. c. DEMOLITION PERMITS: Demolition permits shall be obtained from the Community Development Department prior to the demolition of any buildings. d. STORM DRAINAGE: Storm water drainage shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan.
