(6) There shall be no parking associated with the approved use within the rights-of- <br /> way of Hacienda Lane and State Route 99, East Frontage Road. <br /> e. One monument or wall-mounted sign shall be permitted as a part of this approval. Sign <br /> details shall be consistent with Section 93600 of the Planning Title and be shown on the <br /> Improvement Plan. <br /> f. Landscaping: <br /> (1) A minimum five-foot-wide planting strip, respecting the right-of-way of Hacienda <br /> Lane and the East Frontage Road, shall be installed along the frontage of State <br /> Route 99, East Frontage Road. The strip shall be continuous except where it is <br /> crossed by driveways. The strip shall contain one tree for each 30 feet of <br /> frontage. <br /> (A) All plant material within a 15-foot triangle at the intersection of driveways <br /> and streets shall be no more than three feet in height above curb level, <br /> except for trees which are trimmed so that no branches extend lower <br /> than six feet above the curb level. (Section 93233(h)) <br /> (B) Protective six-inch concrete curbs or standard concrete wheel stops shall <br /> be required where landscaped areas abut parking stalls or driveways. <br /> (2) The required landscaping shall be installed prior to the issuance of the Certificate <br /> of Occupancy for the church. <br /> g. A trash enclosure shall be provided for any outdoor trash receptacles and be designated <br /> on the Improvement Plan. The enclosure shall be designed to accommodate all trash <br /> receptacles and constructed on three sides with a solid masonry wall and gated on the <br /> fourth side. <br /> h. Parking lot lighting: <br /> (1) The equivalent of one-foot candle illumination shall be provided throughout the <br /> parking area <br /> (2) All lighting shall be on a time clock or photo-sensor system. <br /> (3) Any outdoor lighting shall be designed to confine direct rays to the premises,with <br /> no spillover beyond the project site. <br /> (4) Lighting details shall be included on the Improvement Plan. <br /> i. Existing and proposed fencing details shall be included on the Improvement Plan. <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a. Hacienda Lane shall be surfaced across the north frontage with either two-inch asphalt <br /> concrete (minimum) or liquid asphalt.
