` October 13,2004 <br /> NOA Project Number: E040112B <br /> The elevation of the Site,according to a United States Geological Survey topographic map,is 50 to <br /> 55 feet above mean sea level. The portion of the Site south of the former irrigation canal is slightly <br /> raised in comparison to the portion north of the canal. The vicinity of the Site slopes gently to the <br /> west at a rate of approximately seven feet per mile. <br /> Ir. <br /> According to San Joaquin County Community Development Department, the Site is zoned R-R, <br /> rural residential. This zoning designation"is intended to provide for large lot rural homesites within <br /> or adjacent to existing Rural Communities. Lots will ... have sufficient area to allow for individual <br /> water supply, sewage disposal, and storm water drainage,but not to support significant commercial <br /> agriculture" (www.co.san-joaquin.ca.us, 2004). <br /> r. <br /> 1.2 Proposed Development <br /> lo' Mr. Fred Ingalls of Siegfried Engineering provided a preliminary parcel map showing the proposed <br /> lot division. According to the map, the property will be split into one 2.85-acre parcel and one 1.99- 0 Z) <br /> 6. acre parcel (Plate 1). Mr. Huerta indicated that he plans to place residences on the two parcels. <br /> 1.3 Site Vicinity <br /> A site vicinity map is included in the appendix of this report as Plate 2. <br /> 1.4 Site Map <br /> A site map is included in the appendix of this report as Plate 1. 41 TJ <br /> L2.0 PRESENT AND PAST USES OF THE SITE <br /> L <br /> 2.1 Past and Present Site Use <br /> The Site is currently unimproved. A former irrigation canal crosses the Site,and the foundations of (Z•l) <br /> Ltwo former structures lie at the southeast corner of the Site. <br /> Mr. Robert Fraser,the previous owner of the Site,was interviewed by telephone on October 6, <br /> 2004. Mr. Fraser indicated that he owned the subject property for 20 to 30 years. He stated that he <br /> believed the southern portion of the subject property had once been used as a hog ranch and that <br /> the northern portion of the property had been used to grow clover by the Lucchesi brothers. <br /> L <br /> 1 <br /> 602 <br />
