June 8, 1999
k NOA ENVIRONMENTAL PROJECT NUMBER E99111
Two electrical pole-mounted transformers were observed along the south edge of the subject
property near the driveway. The transformer appeared to be in good condition. No leakage from the
.. transformer was observed, and no staining of the soil around the pole beneath the transformer was
observed. According to Mr. Don Hellier at the Pacifc Gas and Electric Company (PG&E), they have
no records relative to the PCB content of those transformers. Mr. Hellier indicated that most PCB
- containing pole-top transformer fluids in San Joaquin County have been replaced with non-PCB
containing fluids through a voluntary PG&E statewide reduction program which took place from
1976 to 1978. However, the only way to accurately determine the PCB content of the fluids in the
'-' transformers would be to have them tested. It should be noted that the transformer is owned by
PG&E, which would be responsible for any cleanup if a leak occurred.
V
V. HISTORICAL USE INFORMATION
L.
A. Aerial Photographs
Aerial photographs depicting the subject property dated 1937, 1952, 1963, 1975, and 1983 were
reviewed at the San Joaquin County Surveyor's Office in Stockton, California.
The aerial photograph dated 1937 depicts the subject property as supporting a cattle ranch. Two
large barns and a smaller building were located on the property. South of the buildings was noted
some equipment and other structures associated with ranching operations. The remainder of the
subject property was a portion of a large area of undeveloped land that appeared to be used as
pasture. Adjoining properties to the north and west were a part of the undeveloped pasture land.
Adjoining property to the east was the Central California Traction railroad line, beyond which was
undeveloped pasture land.
The aerial photograph dated 1952 depicts the subject property as supporting a residential house and
L three outbuildings. These structures are situated in a different way than the structures currently
located on the subject property. The portion of the subject property on the north side of the house
was an orchard. The portion of the subject property on the south side of the house along Quashnick
Road was agricultural land. Adjoining property to the north supports an orchard. Adjoining
property to the south is Quashnick Road, across which was agricultural land. Adjoining property
to the east supports the Central California Traction line, beyond which was agricultural land.
Adjoining property to the west was agricultural land.
r
L The aerial photograph dated 1963 depicts the subject property as supporting a residential house,
garage and three outbuildings. These structures are situated basically in the same configuration as
the structures currently located on the subject property. The portion of the subject property on the
- north side of the house was an orchard. The portion of the subject property on the south side of the
house along Quashnick Road was an orchard. Adjoining properties are basically unchanged from
the 1952 photograph.
9
4
V
