SAN JOAQUIN COUNTY
COMMUNITY DEVELOPMENT DEPARTMENT
r
• ., /1810 E.HAZELTON AVE.,STOCKTON,CA 95205-6232
.....e PHONE:209/468-3121 FAX:209/468-3163
June 17,2004
MEMORANDUM
TO: Development Committee
FROM: Chandler Martin Vv
Principal Planner
SUBJECT: GENERAL PLAN PRE-APPLICATION NO.PA-0400253 OF BYRNE,
LORRAINE D.ET AL(C/O BRYAN GRUNWALD)(APN: 086-530-02, 29,
30; 6125 E. QUASHNICK ROAD)
The project is a pre-application for a General Plan Map Amendment to change the General Plan
designation of approximately 51 acres from A/G(General Agriculture)to R/R(Rural
Residential). Mosher Creek transects the southeast corner of the property. The creek is
designated and will remain OS/RC(Resource Conservation). The underlying projects include a
Zone Reclassification to change the zone from AG-40(General Agriculture,40 acre minimum lot
size)to R-R(Rural Residential),a Lot Line Adjustment to provide an access strip in fee to Eight
Mile Road, and a Major Subdivision application to create 27 Rural Residential lots in a new gated
"estate community". The underlying subdivision is proposed to be served by public water, public
storm drainage and on-site septic systems.
The site is located on the south side of Eight Mile Road and the east side of the CCTC railroad
tracks, approximately one mile east of State Route 99.
GENERAL PLAN
This site is adjacent to the unincorporated urban community of Morada. The proposed project
entails the expansion of that community.
In order to approve the General Plan Amendment, the Board of Supervisors will have to
determine that the internal consistency of the General Plan is maintained in the adoption of the
proposed General Plan Amendment. The Community Development Department has reviewed the
proposed General Plan Amendment pre-application and offers the following comments:
General Plan Vol. 1, page IV-60
Wastewater Treatment Policy No. 1.
Expansion of urban communities shall be limited to areas where community wastewater
treatment systems can be provided.
