Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Mitigated Negative Declaration; and <br /> 2. Approve the Revisions of Approved Actions application for QX-89-0002 along with the Revised <br /> Findings and Revised Conditions of Approval contained in the staff report. <br /> RIFeWousl Revised Findings <br /> 1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not for <br /> the removal of prime farmland. <br /> This Finding can be made because the proposed Revisions are not considered a conversion <br /> of prime farmland. Following excavation,the site will be returned to agricultural uses. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the property in a <br /> condition which will allow its reuse. <br /> This Finding'can be made because the rehabilitation plan approved for this quarry excavation will <br /> return the site to agriculture. <br /> 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements in the vicinity. <br /> This Finding can be made because the Initial Study and Noise Assessment prepared for this <br /> project developed mitigation measures which are included in the conditions of approval for this <br /> project to reduce any potential impacts from noise to less than significant. The Revisions of <br /> Approved Actions is to permit extended hours of operation from 9:00 p.m.to 5:00 a.m.to <br /> accommodate paving construction project requirements for projects that contain specifications <br /> that limit work to nighttime hours The number of extended nights of operation will not exceed <br /> 125 nights Or year provided there are no unexpected delays During the extended hours the <br /> work will be'limited to the use of the asphalt batch plant scale house water trucks and loaders. <br /> No other potentially detrimental health or safety impacts were identified that would be injurious <br /> to the properties and improvements in the vicinity. <br /> Revised Ordinance Development Requirements <br /> 1. Permitted Accessory Uses: Permitted accessory uses shall be limited to sand and gravel, a rock crushing <br /> plant, and an asphalt batching plant. <br /> 2. Stockpiling: All stockpiles of soil, sand, gravel and rock shall be located at least 25 feet from all property lines. <br /> 3.
