4. Hours of Operation:With the exception of periods of declared National, State, or County emergency, daily <br /> operations shall be restricted to the period between 5:00 a.m. and 9:00 p.m.The extended hours of 9:00 p.m. <br /> to 5M a.m. will be permitted for projects that contain specifications that limit work to nighttime hours.The <br /> number of extended nights of operation will not exceed 125 nights per year provided there are no unexpected <br /> delays Operations will be limited to the asphalt batch plant loaders water truck and scale house.The <br /> crushing of rock and excavation activities will not be permitted between the hours of 9:00 p.m. and 5:00 a.m. <br /> • If the extended hours of night operation begins before 1000 p.m., the number of truck trips <br /> betweeritthe hours of 9:00 p.m. and 1000 P.m. shall not exceed 66 truck trips(A truck trip is <br /> defined as leaving the quarry site and returning to said quarry site) and between the hours of <br /> 1000 p.m. and 5:00 a m the number of truck trips shall not exceed 140 truck trips. If the <br /> applicant chooses to begin night operations after 1000 p.m., the number of truck trips shall not <br /> exceed 145 truck trips The applicant shall be required to supply CDD with truck logs for each <br /> night paving operation. <br /> • Early notufication to the CDD of the proposed dates of operations along with submittal of project <br /> documentation such as bid specifications contract terms or other similar documents to the CDD' <br /> • Early notification bV mail to all residents within 1,400 feet of the plant who are listed on the <br /> assessor's roll or who have requested notices of upcoming projects along with submittal of proiect <br /> documentation such as bid specifications contract terms or other similar documents which would <br /> require expanded hours of operations <br /> • During the extended hours of operation the work will be limited to the asphalt plant loaders, <br /> water truck, and scale house. <br /> • During t*fie hours of darkness mobile equipment will use strobe lights instead of audible backup <br /> alarms: <br /> • Truck Perking anywhere along River Road is prohibited <br /> • Use of Jake Brakes at the McHenry Ave/River Road intersection and along River Road is <br /> forbidden: <br /> • Trucks and vehicles shall come to a complete stop before exiting the plant driveway onto River <br /> Road and <br /> • Due to the noise created by the super dump trucks while lowering their trailers down after <br /> unloadinih additional space has been provided so the trucks can unload while driving forward, <br /> which will not activate the back-up alarms. <br /> The applicant will notify CDD if there are unexpected delays to the nighttime projects. <br /> 5. Emissions: Prior to the commencement of operations, the applicant shall obtain all permits applicable under <br /> the rules and regulations of the San Joaquin County Air Pollution Control District. <br /> 6. Weed Control: P[ior to the commencement of operations, the applicant shall obtain approval by the <br /> Agriculture Commissioner of a noxious weed control plan. <br /> 7.
