The County <br /> Planning Commission will then review the project,the Final EIR, the Community Development Department's <br /> recommendations,and public testimony, and make a decision at a public hearing whether to certify the EIR <br /> and approve or deny the Proposed Project. <br /> The CEOA Guidelines(Section 15132)specify that the Final EIR shall consist of- <br /> a. <br /> fa.
