The DEIR contains a description of the project,description of the <br /> environmental setting,identification of project impacts,and mitigation measures for impacts found to be <br /> significant,as well as an analysis of project alternatives. <br /> 1.5.4 Final EIR and EIR Certification <br /> Written comments received in response to the DEIR will be addressed in a Response to Comments document <br /> which,together with DEIR(including any additions/revisions),will constitute the Final EIR. The County <br /> Planning Commission will then review the project,the Final EIR, the Community Development Department's <br /> recommendations,and public testimony, and make a decision at a public hearing whether to certify the EIR <br /> and approve or deny the Proposed Project. <br /> The CEOA Guidelines(Section 15132)specify that the Final EIR shall consist of- <br /> a. <br /> fa.
