mix in accordance with accepted industry standards. The objective of the additives shall be to <br /> reduce offensive odors associated with the production of rubberized asphalt. The operator shall <br /> consider technological improvements to reduce odors, as they become available, and incorporate <br /> if feasible. <br /> The operator shall ensure that loading,unloading, and material handling activities are carred out <br /> efficiently and without delays to avoid excessive odors. <br /> The operator shall use water trucks and/or sprinkler systems to reduce the potential dust <br /> associated with the operation. <br /> Findings: <br /> Dispersion modeling shows that the California ambient air quality standard for H2S would not <br /> be exceeded. The use of additives in the AC mix should reduce the odor associated with <br /> rubberized AC production. However, based on previous complaints, it cannot be demonstrated <br /> that all odor impacts to receptors within one mile would be reduced to the point where no future <br /> complaints would be received. Therefore, the impact is identified as significant and unavoidable <br /> (Final EIR,p. 3.3-19). <br /> Noise <br /> Impact 3.4.2 <br /> Off-site project haul truck traffic would add to the noise environment in the project vicinity(Final <br /> EIR,p. 3.4-15). <br /> Significance Before Mitigation: Potentially Significant <br /> Facts: The increase in probability of awakenings due to the project haul trucks was calculated to <br /> be 7-8 percent. This level of increase is considered significant. See Final EIR,pp. 3.4-15 to 3.4- <br /> 16. <br /> Mitigation Measures: <br /> Mitigation Measure 3.4.1: All project trucks shall be operated using noise-mitigating operating <br /> parameters when entering or leaving the plant on East River Road. Based on testing conducted <br /> by Bollard Acoustical Consultant, Inc., the quietest haul truck operating parameters were as <br /> follows. <br /> • Empty Trucks: Travel speed at 38-43 mph with engines in 8th gear at 700-800 rpm. <br /> • Loaded Trucks: Travel speed of 33-35 mph with engines in 6th or 7th gear at 1,400- <br /> 1,600 rpm. <br /> Furthermore,truck parking anywhere along River Road and the use of jake brakes at the <br /> McHenry Ave/E. River Road intersection and the E. River Road/project driveway is prohibited. <br /> The applicant shall monitor full time for compliance with these requirements beginning 30 <br /> minutes prior to any approved extended hour operations (Final EIR,p. 3.4-16). <br /> 10 <br />
