4 ' <br /> Y 9.Approach and Scope of Work <br /> Deliverables: Sixty(60) hard copies, two(2) CDs in PDFformat, and <br /> two(2) CDs in Microsoft Word format of the Draft EIR. Note: The <br /> Clearinghouse now allows CDs to be submitted along with the EIR <br /> Summary and the County may prefer to do this. ESA can substitute CDs <br /> for some of the hard copies if this is preferable. <br /> 7. Prepare Administrative Draft of Response to <br /> I Comments (AFEIR) <br /> Following the 45-day public review period of the Draft EIR, Amy Skewes- <br /> Cox will meet with County staff to review and discuss the public and agency <br /> comments received and establish the appropriate approach for specific <br /> responses to comments. ESA will then prepare each comment letter for <br /> publication in the Administrative Final EIR(AFEIR)(i.e.,designate <br /> individual comments using a logical tagging system). If the public comments <br /> raise issues not within the scope of work, ESA will consult with County staff <br /> E r <br /> to adjust the scope,if necessary. <br /> Deliverables: One electronic copy(in PDF or Microsoft Word format) <br /> and up to six (6) hard copies of Administrative FEIR.s <br /> 8. Prepare Screencheck and Final EIR <br /> ESA will incorporate comments received from County staff on the AFEIR to <br /> produce the Final EIR. Assuming only minor comments and editorial <br /> revisions on the Screencheck, we will revise the Final EIR and submit <br /> 100 copies accompanied by five (5)CDs in PDF format, and five(5) <br /> additional CDs in Microsoft Word format.At this point, we have made our <br /> best estimate of hours needed to address comments on the Draft EIR. Once <br /> comments are received,we would like to review the estimated hours with <br /> County staff to ensure that no additional hours are required that would <br /> necessitate an adjustment to our proposed budget. <br /> 9. Prepare Mitigation Monitoring and Reporting Program <br /> (MMRP) <br /> E <br /> At the time of preparing the AFEIR, ESA will prepare the MMRP in tabular <br /> format and will include, at minimum, the following: 1)exact wording of <br /> mitigation measure; 2)person/agency responsible for the mitigation; <br /> 3)person/agency responsible for monitoring implementation of the measure; <br /> and 4) timing of monitoring.
