1.Approach and Scope of Work <br /> 10. Attend Public Hearings and Meetings <br /> The ESA Project Manager and Project Director will attend up to four public <br /> hearings on the EIR.In addition,the Project Manager plans to attend up to three <br /> meetings with County staff,as appropriate,during the FIR process(lick-off <br /> meeting,one meeting after ADE1R,and one meeting at time of AFEIR).ESA <br /> staff can attend other hearings and/or meetings on a time and materials basis. <br /> 11. Project Management- <br /> The primary point of contact for the County will be ESA's Project Manager, <br /> Amy Skewes-Cox who will carry out the following project management <br /> activities: coordinating the work of the FIR team;preparing monthly status <br /> reports; preparing data requests; disseminating information to the team; <br /> overseeing preparation of all work products; ensuring the technical accuracy <br /> of all deliverables; monitoring EIR progress; maintaining the schedule and <br /> ensuring timely completion of deliverables; monitoring budget expenditures <br /> and ensuring that labor hours and other charges to the project correspond to <br /> the project budget and actual progress; conducting internal project <br /> management meetings; ensuring consistent application of standards for all <br /> technical work products; and compiling a complete library of all studies and <br /> materials incorporated by reference into the work products. <br /> Lloyd Zola will be ESA's Project Director.Mr. Zola will ensure that the <br /> necessary ESA staff and resources are available so that the ESA team will <br /> achieve the timely and successful completion of the FIR. Mr.Zola will also <br /> assist in project environmental strategy, including boundaries of analysis and <br /> defining alternatives). <br /> In addition to their management roles, each management team member also <br /> will apply their technical expertise to advise the team or to serve as the lead <br /> investigator for the EIR's critical topic areas. <br /> 12. Editorial Review and QA/QC <br /> Lloyd Zola, ESA's Community Development Practice Leader,will also <br /> provide Quality Assurance/Quality Control (QA/QC) services by thoroughly <br /> reviewing the Administrative DE1R and, to the extent appropriate, the <br /> Screencheck Draft of the FIR prior to circulation to the public. He will also <br /> provide QA/QC for the Final FIR and all other deliverables to the County. <br /> Mr. Zola, who has worked extensively on large industrial facilities, will <br /> ensure that the document is clear, concise, and easily readable. <br /> Ms. Natalie Macris will serve as technical editor of the FIR. Ms. Macris has <br /> extensive experience in both preparing and editing EIRs for a wide variety of <br /> 14 San Joaquin County—EIR for the Union Pacific Modemization Project <br />
