}
ESA1.Approach and Scope of Work
J. 1 ,
SSJID requires that existing irrigation infrastructure located on site be
removed/abandoned for areas no longer requiring irrigation service, per
i
standard SSJID methods for removal/abandonment.
Tasks
• Review applicable and available water quality, groundwater, groundwater
quality, drainage, flood, and other relevant data from the CVRWQCB,
California Department of Water Resources,U.S. Geological Survey,
Western Regional Climate Center,San Joaquin County,SSJID,the City of
Manteca, the applicant, and other relevant data sources to summarize
known information regarding water quality, groundwater, groundwater
quality, drainage, flooding, and water infrastructure as relevant to the
project site.
Evaluate potential for new impervious surfaces to affect drainage, runoff,
downstream flooding, and water quality; identify and apply mitigation as
warranted to reduce the intensity of potential impacts.
• Identify construction practices impact minimization strategies, including
compliance with required permits and mitigation if needed, to reduce the
intensity
of potential construction-related impacts to drainage and water
quality.
• Assess potential impacts and identify applicable mitigation strategies for
the proposed operations on site to result in deleterious effects on surface
water and groundwater quality, including the proposed IWTP and
associated collection and disposal facilities.
• Evaluate potential for fuels, lubricants, and other potentially hazardous
materials used or stored on site to result in surface or groundwater
quality degradation, and ensure that potential impacts are minimized via
compliance with materials handling requirements and mitigation
strategies as necessary. '
• Coordinate with project engineers to identify stormwater modeling and
engineering design specifications,as warranted, (possibly in the EIR
appendix) in order to meet County and SSJID requirements for drainage,
as relevant to the current Storm Drainage Master Plan.
i
• Coordinate with SSJID regarding existing drainages and irrigation water
delivery features located on site, to determine the extent to which
removal/abandonment of on-site irrigation and drainage facilities could
require installation of alternate facilities.
Assumptions
We assume the applicant will provide drainage modeling documentation and
associated drainage/engineering plans as needed to satisfy SSJID and County
ordinances regarding stormwater handling.
Sart Joaquin County—FiR for the Union Pacific Modernization Project 1-23
