r L ~ ^ l f
adjacent to the Union Pacific facility to the east. CenterPoint is processing land use entitlements for its project with
i the City of Manteca since the land is proposed for annexation into the City.
.The Union Pacific intermodal Facility expansion and the CenterPoint Properties projects are separate and
independent. Neither project is dependent upon the other and each will undergo separate environmental review
.under the California Environmental Quality Act(See Attachment 5, No Waiver). Although the projects are separate
and being considered by separate public agencies, Union Pacific and CenterPoint are coordinating their efforts to
ensure that regional issues and cumulative impacts are addressed and to create synergies between the projects.
"To that end, Union Pacific and CenterPoint have agreed to construct an internal access road between the two
projects, subject to a recorded reciprocal access easement,to allow truck traffic to move back and forth between the
two operations without having to access the local roads. Specifically, cargo units transloaded at the CenterPoint
facility could be moved by truck to the Union Pacific facility for offloading to rail cars for rail transport, empty cargo
units arriving by rail and/or staged at the Union Pacific facility could be returned to the CenterPoint facility and loaded
cargo units arriving at the Union Pacific facility could be transported to the CenterPoint facility for handling, storage
and/or distribution without impacting local truck traffic. This reduction of local vehicle trips associated with the internal
access road will be studied in the projects' respective EIRs.
t
' PROPOSED ROTH ROAD OVERPASS
As part of the expansion project, Union Pacific would consider participating in the funding of a project to separate
Roth Road from the Union Pacific main line rail crossing, alleviating increased traffic generation from an expanded
facility and allowing switching operations to occur to the north without impeding traffic flow on Roth Road. As a
regional improvement, Union Pacific anticipates that any grade separation project at Roth Road would be a
collaborative effort between the railroad, the San Joaquin Partnership, the County, other participating State and local
agencies, including the City of Lathrop, City of Manteca and San Joaquin Council of Governments, and other area
landowners, including CenterPoint, and the public. Union Pacific has created a conceptual plan (See Attachment 4—
Roth Road Overpass)for such a grade separation project, including access and rough dimensions, and proposes
that it be considered in the expansion project EIR as a discrete project alternative as required under CEQA, pending
further study of the traffic impacts associated with the expansion, the need to mitigate such impacts and project
feasibility, including the availability of funding sources.
The overpass would be designed to provide clearance underneath for SSJID and Union Pacific maintenance
vehicles.Vertical clearance from top of rail to the bottom of the structure will be 23'—6",to accommodate train traffic.
Assuming a maximum 6%roadway slope,45 mph design speed, and meeting stopping sight distance standards, the
overpass would be approximately 2,200-ft long from take-off to touch downs. In order to clear the two Union Pacific
tracks, the French Camp Outlet Canal, and the Union Pacific and SSJID maintenance roads, the total span of
overpass would be approximately 400-ft. Coordination with the affected landowners would take place if the overpass
is constructed.
PROPOSED IMPROVEMENTS NOT A PART OF THIS USE PERMIT
To accommodate increased train lengths made possible by this project, and to prevent switching operations from
blocking the main line, Union Pacific plans to construct a switching lead on its existing main line right-of-way. This
switching lead is not a part of the Use Permit.
6 Several design assumptions were made in order to determine the approximate length of the grade adjustment.
Should the overpass become a part of the project, these assumptions will be refined as the design progresses.
Union Pacific will work with both the City of Lathrop and County of San Joaquin Public Works Departments in order
to determine the design requirements,
7
