CenterPoint is processing land use entitlements for its project with <br /> i the City of Manteca since the land is proposed for annexation into the City. <br /> .The Union Pacific intermodal Facility expansion and the CenterPoint Properties projects are separate and <br /> independent. Neither project is dependent upon the other and each will undergo separate environmental review <br /> .under the California Environmental Quality Act(See Attachment 5, No Waiver). Although the projects are separate <br /> and being considered by separate public agencies, Union Pacific and CenterPoint are coordinating their efforts to <br /> ensure that regional issues and cumulative impacts are addressed and to create synergies between the projects. <br /> "To that end, Union Pacific and CenterPoint have agreed to construct an internal access road between the two <br /> projects, subject to a recorded reciprocal access easement,to allow truck traffic to move back and forth between the <br /> two operations without having to access the local roads. Specifically, cargo units transloaded at the CenterPoint <br /> facility could be moved by truck to the Union Pacific facility for offloading to rail cars for rail transport,empty cargo <br /> units arriving by rail and/or staged at the Union Pacific facility could be returned to the CenterPoint facility and loaded <br /> cargo units arriving at the Union Pacific facility could be transported to the CenterPoint facility for handling,storage <br /> and/or distribution without impacting local truck traffic.This reduction of local vehicle trips associated with the internal <br /> access road will be studied in the projects' respective EIRs. <br /> t <br /> ' PROPOSED ROTH ROAD OVERPASS <br /> As part of the expansion project, Union Pacific would consider participating in the funding of a project to separate <br /> Roth Road from the Union Pacific main line rail crossing, alleviating increased traffic generation from an expanded <br /> facility and allowing switching operations to occur to the north without impeding traffic flow on Roth Road. As a <br /> regional improvement, Union Pacific anticipates that any grade separation project at Roth Road would be a <br /> collaborative effort between the railroad,the San Joaquin Partnership, the County, other participating State and local <br /> agencies, including the City of Lathrop, City of Manteca and San Joaquin Council of Governments, and other area <br /> landowners, including CenterPoint, and the public. Union Pacific has created a conceptual plan (See Attachment 4— <br /> Roth Road Overpass)for such a grade separation project, including access and rough dimensions, and proposes <br /> that it be considered in the expansion project EIR as a discrete project alternative as required under CEQA, pending <br /> further study of the traffic impacts associated with the expansion,the need to mitigate such impacts and project <br /> feasibility, including the availability of funding sources. <br /> The overpass would be designed to provide clearance underneath for SSJID and Union Pacific maintenance <br /> vehicles.Vertical clearance from top of rail to the bottom of the structure will be 23'—6",to accommodate train traffic. <br /> Assuming a maximum 6%roadway slope,45 mph design speed, and meeting stopping sight distance standards,the <br /> overpass would be approximately 2,200-ft long from take-off to touch downs. In order to clear the two Union Pacific <br /> tracks, the French Camp Outlet Canal, and the Union Pacific and SSJID maintenance roads,the total span of <br /> overpass would be approximately 400-ft. Coordination with the affected landowners would take place if the overpass <br /> is constructed. <br /> PROPOSED IMPROVEMENTS NOT A PART OF THIS USE PERMIT <br /> To accommodate increased train lengths made possible by this project, and to prevent switching operations from <br /> blocking the main line, Union Pacific plans to construct a switching lead on its existing main line right-of-way. This <br /> switching lead is not a part of the Use Permit. <br /> 6 Several design assumptions were made in order to determine the approximate length of the grade adjustment. <br /> Should the overpass become a part of the project,these assumptions will be refined as the design progresses. <br /> Union Pacific will work with both the City of Lathrop and County of San Joaquin Public Works Departments in order <br /> to determine the design requirements, <br /> 7 <br />
