Mitigation Measures and Statements of Findings of Impacts Being Monitoring/ Responsible Monitoring/Reporting Significant and Unavoidable Reporting Action Party for Providing Responsibility Timing o Mitigation share cost of Installation of a traffic signal at the Intersection of Lathrop Road and Department and Public 1-5 Northbound Ramps,which Improvement is programmed for inclusion and Works Department construction under the RTIF program),and shall contribute its fair share of the cost of installing the following additional improvements:(i)construction of an additional left-turn lane on the eastbound approach,(ii)conversion of the existing westbound approach from shared through/right-turn lane to separate through and separate right-turn lane,and(Ili)conversion of the existing shared northbound approach to shared left-turn/through lane and a free right-turn lane,which Improvements are programmed for inclusion and construction,under the RTIF program,by paying the applicable fees for the project under the RTIF program at the time of building permit applications.Construction of this improvement would Improve intersection LOS to an acceptable LOS C or better.Because San Joaquin County,as Lead Agency,does not have jurisdiction over this Improvement and It Is uncertain whether full funding will be achieved for construction of this Improvement,this impact is significant and unavoidable. TRANS-13:Prior to the Issuance of building permits for Phase li of the project, Verification by County. Union Pacific San Joaquin County Prior to Issuance of building the project sponsor shall contribute its fair share of the cost of installing a traffic Community Development permits for Phase II signal at the intersection of French Camp Road and SR 99 Southbound Ramps, Department and Public which improvement is programmed for inclusion and construction, under the Works Department RTIF program,by paying the applicable fees for the project under the RTIF 4.2 Transportation and Traffic(cont.) program at the time of building permit applications.Construction of this Improvement would improve the Intersection LOS to an acceptable LOS C or better.Because San Joaquin County,as Lead Agency,does not have jurisdiction over this Improvement and it is uncertain whether full funding will be achieved for construction of this Improvement,this Impact is significant and unavoidable. TRANS-14: Prior to the issuance of building permits for Phase II of the project, Verification by County. Union Pacific San Joaquin County Prior to issuance of building the project sponsor shall contribute its fair share of the cost of installing the Community Development permits for Phase II following improvements: (I)an additional left-turn lane on the southbound Department and Public Airport Way approach,and(it)an additional left-turn lane on the westbound Works Department French Camp Road approach,which improvements are programmed for Inclusion and construction under the San Joaquin County Traffic Impact Mitigation Fee(TIMF)program,by paying the applicable fees for the project under the TIMF program at the time of building permit applications. Construction of these improvements would improve intersection LOS to an acceptable LOS D. Because this impact occurs only under cumulative conditions and the project's obligation is to contribute only its fair share of the cost of these improvements,it is uncertain whether full funding will be achieved for construction of this Improvement.This impact Is therefore significant and unavoidable, TRANS-16:Prior to the Issuance of building permits for Phase II of the project, Verification by County/Re- Union Pacific San Joaquin County Prior to Issuance of building the project sponsor shall implement Mitigation Measure TRANS-8 and shall verification of Mitigation Community Development permits for Phase II contribute Its fair share of the cost of Installing the following additional Measure TRANS-8. Department and Public improvements by payinga fair share fee to San Joaquin County equal to the l
