(3) The passenger parking area shall be landscaped as specified in Section 9-1020.6 of the Development Title. The parking area shall be provided with a minimum of five percent of landscaping within the perimeter of the parking area, not including landscaping along the street frontage. Eleven trees shall be planted and evenly spaced throughout the parking lot. (Development Title Section 9-1020.6) (4) Landscape plans, prepared by a Landscape Architect, shall be submitted with the Site Plans. i. STORAGE AREA: The storage area shall have a minimum surface requirement of four inches aggregate base. All driveways and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust free surface. j. SCREENING: Screening shall be provided and comply with the following: (1) All storage materials and related activities, including storage areas for trash, shall be enclosed by a screen six (6) to eight (8) feet in height. Items stored within one hundred (100) feet of a dedicated street or residential zone shall not be stacked higher than two (2) feet above the adjacent screen. PREVIOUSLY APPROVED CONDITIONS OF APPROVAL: All previously approved Conditions of Approval for Use Permit No. UP-92-13 and PA-0900174 shall still apply. 2. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Ted Tasiopoulos, 953-7698) a. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional Water Quality Control Board prior to development (California Water Code, Article 4, Section 13260). b. An addendum to the soil suitability study/nitrate loading study dated October 1993, incorporating the proposed staff and customer use for the expansion of the existing intermodal facility shall be submitted to the Environmental Health Department, indicating that the area is suitable for septic system usage. The studies must be approved by the Environmental Health Department prior to issuance of building permit(s). San Joauqin County Development Title, Section 9-1105.2(d))A review fee of$575 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice of the EPA Design Manua[for on-site wastewater treatment and disposal systems is required. A permit fee of$115.00 is required for each percolation hole. c. Submit to the Environmental Health Department revised site plans showing the maximum number of persons the sewage disposal system is being designed for. In addition, show on revised plans that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only, and it cannot contain any underground utility lines (San Joaquin County Development Title, Section 9-1110.4(c)(5)). In addition, the revised site plan shall incorporate the 100% designed sewage disposal replacement area. d. Open, pump, and backfill the maintenance building septic tank, seepage pit or excavation under permit and inspection by the Environmental Health Department (San Joaquin County Development Title, Section 9-1110.3 &9-1110.4).
