e. Construction of an individual sewage disposal system(s) under permit and inspection by <br /> the Environmental Health Department is required at the time of development(San <br /> Joaquin County Development Title, Section 9-1110.3 & 9-1110.4). <br /> f. Any geotechnical drilling shall be conducted under permit and inspection by the <br /> Environmental Health Department(San Joaquin County Development Title, Section 9- <br /> 1115.3 & 9-1115.6). <br /> 3. PUBLIC WORKS DEPARTMENT(Staff Contact:Alex Chetley,468-3000) <br /> a. An encroachment permit shall be required for all work within road right-of-way. (Note: <br /> Driveway encroachment permits are for flatwork only—all vertical features, including but not <br /> limited to fences, walls, private light standards, rocks, landscaping and cobbles are not <br /> allowed in the right-of-way.) (Development Title Sections 9-1145.4 and 9-1145.5) <br /> b. Prior to issuance of any building permits, dedication to result in a 51-foot wide right-of-way <br /> from the centerline of Roth Road to the property line shall be required across the frontages of <br /> APN 198-200-05 and 198-200-16. (Development Title Section 9-1150.5). The dedication <br /> shall be processed by separate instrument and a fee based on the current fee schedule at <br /> the time of payment is required for processing the dedication per Development Title Table 9- <br /> 240.2. A copy of the subject property grant deed shall be submitted. <br /> c. Prior to issuance of any Certificate of Occupancy, the applicant shall install a traffic signal at <br /> the intersection of the project driveway and Roth Road. Improvement plans are required to be <br /> prepared by a registered civil engineer and shall conform to the San Joaquin County <br /> Department of Public Works Improvement Standards. The design shall include necessary <br /> modifications to the driveway that is currently planned in conjunction with the adjacent <br /> Centerpoint intermodal project(e.g. medians, striping, traffic loops, etc.)_ Plans are subject to <br /> review. The fees shall be per the current Public Works fee schedule in place at the time of <br /> submittal. <br /> d. Traffic signal operation and maintenance will be the responsibility of the project applicant. <br /> Prior to issuance of any Certificate of Occupancy, the applicant shall enter into an agreement <br /> with the Department of Public Works providing for the ongoing maintenance and operation of <br /> the traffic signal. <br /> e. Prior to issuance of any Certificate of Occupancy, the frontage improvements for the <br /> widening of Roth Road across the frontages of APN 198-200-05 and 198-200-16 shall be <br /> constructed in general conformance with the standards for a partial width eighty-four(84)foot <br /> right-of-way Minor Arterial Street and include the following additional improvements: <br /> (a) Five foot raised concrete median. <br /> (b) Twelve foot deceleration lane. <br /> (c) Four foot paved shoulder. <br /> (d) Curb and gutter. <br /> Improvement plans are required to be prepared by a registered civil engineer and shall <br /> conform to the San Joaquin County Department of Public Works Improvement Standards. <br /> Plans are subject to review. The fee for review shall be per the current Public Works fee <br /> schedule in place at the time of submittal. (Development Title Sections 9-1100.3 & 9-1150.2) <br /> f. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application for each phase of the project.
