Responsible <br /> Mitigation Measures and Statements of Findings of Impacts Being Monitoring/ Monitoring/Reporting <br /> Significant and Unavoidable Reporting Action Party for Providing Mitigation Responsibility i iming <br /> program if such improvements are included within the program at the time of Works Department <br /> building permit applications,or alternatively,if such improvements are not <br /> 4.7 jTfansporfabon and Traffic(cbttt) .,;, - <br /> Included under the RTIF program at the time of bullding permit applications, <br /> by paying fees to San Joaquin County for the following improvements,based <br /> upon the project's equitable fair share of such improvements,if an alternative <br /> fee collection program exists at the time of building permit applicatlons which <br /> has been established by the County and/or the City of Manteca and which <br /> the County,as Lead Agency,determines is part of a reasonable,enforceable <br /> plan or program that is sufficlently tied to the actual mitigation of the traffic <br /> impacts at issue:(i)provision of an additional through lane on the northbound <br /> approach,(ii)provision of additional left-turn lane and conversion of separate <br /> right-turn lane to shared through/right-turn lane on the southbound approach, <br /> (III)conversion of the eastbound approach from separate left,through and <br /> right turn lanes to dual left,dual through and one right-turn lane,and(iv) <br /> conversion of the westbound approach from separate left and a shared <br /> through/right-turn lane to one left,two through and one right turn lane. <br /> Construction of these improvements would improve intersection LOS to an <br /> acceptable LOS D or better.Because San Joaquin County,as Lead Agency, <br /> does not have jurisdiction over this improvement and it is uncertain whether <br /> full funding will be achieved for construction of this improvement,this impact <br /> is significant and unavoidable. <br /> TRANS-22:Prior to the issuance of building permits for Phase II of the Verification by County. Union Pacific San Joaquin County Prior to issuance of building <br /> project,the project sponsor shall implement Mitigation Measure TRANS-13 Community Development permits for Phase II <br /> (contribute fair share of the cost of installation of a traffic signal at the Department and Public <br /> intersection of SR 99 Southbound Ramps and French Camp Road,which Works Department <br /> improvements are programmed for inclusion and construction,under the <br /> RTIF program),and shall contribute its fair share of the cost of installing the <br /> following additional improvements:conversion of the shared left-tum/through <br /> lane and separate right-turn lane to separate left and a shared through/right- <br /> turn lane on the northbound and southbound approaches,which <br /> improvements are programmed for inclusion and construction,under the <br /> RTIF program,by paying the applicable fees for the project under the RTIF <br /> program at the time of building permit applications.Construction of these <br /> improvements would improve intersection LOS to an acceptable LOS D or I <br /> better.Because San Joaquin County,as Lead Agency,does not have <br /> jurisdiction over this improvement and it is uncertain whether full funding will <br /> be achieved for construction of this improvement,this impact is significant <br /> and unavoidable. <br />
