RespMonitoring/Reporting <br /> Significant and Unavoidable Reporting Action Party for Providing Responsibility Timing <br /> Mitigation <br /> the Interstate 5 TCR.This impact is therefore significant and unavoidable. <br /> TRANS-31:There is no feasible measure to mitigate the impact to a less-than- N/A N/A N/A N/A <br /> significant level.As described above,adding one additional mixed-flow lane and <br /> an HOV lane to the freeway segment would improve the service level to LOS E <br /> (remaining unacceptable).To fully mitigate the impact,a second additional <br /> mixed-flow lane would be required,which is beyond what has been identified in <br /> the Interstate 5 TCR.This impact is therefore significant and unavoidable. <br /> TRANS-32:Prior to the issuance of building permits for Phase II of the project, Verification by County. Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall contribute its fair share of the cost of adding a lane to Community Development permits for Phase II <br /> the northbound SR 99 freeway segment between French Camp Road and Department and Public <br /> Lathrop Road,which improvement is programmed for inclusion and Works Department <br /> construction under the RTIF program,by paying the applicable fees for the <br /> project under the RTIF program at the time of building permit applications. <br /> Construction of this improvement would improve merge operation LOS to an <br /> acceptable LOS C or better.Because San Joaquin County,as Lead Agency, <br /> does not have jurisdiction over this improvement and it is uncertain whether full <br /> funding will be achieved for construction of this improvement,this impact is <br /> significant and unavoidable. <br /> TRANS-33:Prior to the issuance of building permits for Phase II of the project, Verification by County.
