QUARRY EXCAVATION APPLICATION <br /> RECLAMATION PLAN—AGGREGATES, INC. <br /> PAGE TWO <br /> G. AIR RESOURCES/CLIMATOLOGY: Applicant/Operator are familiar with <br /> emission controls,primarily to control fugitive dust emissions, PM 10. Water <br /> is used as a dust suppressant on internal haul roads and excavation area. The <br /> primary haul road at the north boundary of the project site will be paved to the <br /> existing paved entrance to project site on Santa Fe Road. Speed limit of 15 <br /> mph within the project area by all vehicles reduces emissions. Proper <br /> maintenance of all equipment used in the excavation process, as well as trucks <br /> transporting materials also reduces exhaust emissions. All equipment <br /> and trucks working at the site are diesel powered. <br /> Average rainfall per year is 12.12 inches. Average winter low temperature is <br /> 27.92 degrees fahrenheit. Average high summer temperature is 104.70 <br /> degrees fahrenheit. (Source: Western Region Climate Center). <br /> H. LAND USE: Project site consists of 40 acres barren ground, almond trees <br /> removed, and 40 acres of almond trees, averaging 20 years old, currently in <br /> production. Almond orchard in Phase II will continue to be farmed until <br /> project moves into that phase. <br /> 1. AESTHETICS: Excavation activity is relatively obscured from public view <br /> by the 90 acre parcel directly west of the project site. An almond orchard of 37 <br /> acres along the east side of Santa Fe Road offers additional screening of <br /> excavation activities from public view. <br /> I. OTHER INFORMATION: Night lighting will not be necessary for this <br /> operation. There will be no permanent structures. Noxious weeds controlled <br /> do to farming practices. Excavation does not cause health or sanitary hazards <br /> and does not create conditions which will cause the breeding of mosquitoes, <br /> rodents or other pests. Applicant/Operator will participate in Annual <br /> Inspections performed by the County. Financial guarantee, as determined by <br /> the county inspections, will be provided to ensure reclamation of disturbed <br /> land. <br /> II. DESCRIPTION OF PROPOSED MINING OPERATION: <br /> A.
