Conditions of Approval <br /> UP 88-19 <br /> Page -4- <br /> Transportation Systems Management Plan <br /> M. A Transportation Systems Management (TSM) plan shall be <br /> submitted to the Planning Division and approved by the <br /> Planning Director prior to the issuance of any <br /> certificate of occupancy. <br /> n. The following goal statements shall be included in the <br /> Bay Cities TSM plan, which has already been submitted in <br /> draft form to the County: <br /> , (1) The overall goal of this TSM program is to monitor <br /> for compliance and, ultimately, to reduce, the <br /> number of vehicle trips made during peak hour <br /> periods. The "base" number of trips upon which the <br /> success or failure of this goal will be measured <br /> during annual reports is contained in the Final <br /> Supplemental Environmental Impact Report for the <br /> Bay Cities Use Permit. <br /> (2) Because of the nature of this truck stop and its <br /> location, it is anticipated that the most <br /> significant reduction in trips, during the short <br /> term, can be made in single occupant employee auto <br /> trips, through the implementation of an aggressive <br /> ridesharing and vanpool program. In the longer <br /> term, after transit service is available to the <br /> area, -it is anticipated that solo auto trips can be <br /> reduced by instituting a program of subsidized <br /> transit passes. <br /> (3) It is not the intent of this program to regulate <br /> truck trips, to require Bay Cities to modify work <br /> or delivery schedules (such as instituting flex- <br /> time) , or to require other work related changes <br /> that may be covered by collective bargaining <br /> agreements. <br /> (4) It is recognized, however, that additional <br /> regulations imposed by regional, State, or Federal <br /> air quality agencies in the future may make it <br /> necessary to regulate truck, as well as auto, <br /> trips, as well as work schedules. <br /> o. A Transportation Systems Management coordinator shall be <br /> designated by Bay Cities. This coordinator shall be <br /> responsible for the various responsibilities related to <br /> TSM measures noted below. It is anticipated that the <br />
