Bay Cities will fund the measurement of peak hour traffic <br /> counts, to be taken twice each year, and administer a <br /> survey to all employees twice annually to determine <br /> actual commute modes and gauge interest in ridesharing, <br /> vanpools, etc. This data will form the basis for the <br /> traffic section of the annual mitigation monitoring <br /> ,report, described below. <br /> q. Bay Cities will institute an educational program to <br /> promote TSM measures, including preparation of a packet <br /> of relevant information, updated annually. Bay Cities <br /> will post TSM information on bulletin boards in the <br /> facility, include TSM articles in any facility newspaper <br /> and in new employee orientation programs, etc. <br /> r. Bay Cities will either subscribe to or develop a <br /> computerized ridesharing matching program such as the <br /> RIDESHARING program operated by the San Joaquin County <br /> Council of Governments. <br /> S. In terms of physical improvements to the facility which <br /> will encourage TSM programs, the final improvement and <br /> site plan submitted by Bay Cities shall include shower <br /> facilities and provide bic-cle storage areas; designate <br /> close-in parking spaces and loading zones for carpools <br /> and vanpools; include a credit union office on-site to <br /> allow employees to conduct banking without leaving the <br /> facility; <br /> t. Bay Cities should facilitate the formation of vanpools <br /> with assistance in leasing and acquiring insurance. <br /> U. Idling motor vehicles shall be restricted to no more than <br /> 5 minutes while parked at any of the onsite facilities. <br /> Signs shall be posted at each entrance stating that no <br /> vehicles shall be left idling longer than 5 minutes. <br /> V. The Transportation System Management Plan shall be <br /> reviewed by the County on an annual basis in conjunction <br /> with the annual review of the Development Agreement and <br /> mitigation monitoring program (see further conditions <br /> below) . Prior to the annual review, Bay Cities shall <br /> submit any changes to the original TSM plan that they are <br />
