The sewage collection and treatment plant system shall be <br /> designed and constructed in accordance with requirements <br /> of the State of California Regional Water Quality Control <br /> Board, Co7inty Public Health Services, and Department of <br /> Public Works. <br /> an. Bay Cities and other developers will be responsible for <br /> all costs of design, preparation of improvement plans, <br /> permits, construction, preparation of complete operation <br /> sand maintenance manuals, start up, and operator training. <br /> ao. The plant and system proposed shall receive California <br /> Regional Water Quality Board conceptual approval prior to <br /> issuance of any building permits in the project area. <br /> This condition is not applicable to grading permits for <br /> building sites, which can be applied for after the Use <br /> Permit is approved. <br /> ap. The plant and system shall be fully operational, start up <br /> and training of staff shall be completed, and the CSA <br /> shall be formed prior to any connected building <br /> occupancy. <br /> aq. All treatment plant and off-site disposal areas, and <br /> accompanying rights of way, shall be located on lands <br /> that are purchased fee simple by Bay Cities and other <br /> developers and deeded to the County with a reversion <br /> clause. The standard reversion clause shall state that <br /> if and-when the land, or a portion of the land, is no <br /> longer needed for wastewater treatment and disposal <br /> (e.g. , when the development projects connect to a <br /> regional treatment plant elsewhere) , the ownership of the <br /> land shall revert to the developer or his successors in <br /> interest. <br /> ar. No spray irrigation of any landscaping shall be allowed <br /> unless there is adequate treatment or an adequate buffer <br /> zone from public contact, as required by the Regional <br /> Water Quality Control Board and County Public Health <br /> Services. <br /> as. The waste management plan that will be required for each <br /> major use (see separate "Waste Management Plan" section <br /> below) shall include a proposed plan to dispose of sludge <br /> generated by the on-site wastewater treatment system. An <br /> approval and commitment letter shall be required from a <br />
