Conditions of Approval <br /> UP 88-19 <br /> Page -22- <br /> solid waste disposal site operator, such as the Foothill <br /> or Corral Hollow landfill operators, with approval also <br /> required from the Central Valley Regional Water Quality <br /> Control Board and County Public Health Services. <br /> at. The following conditions shall apply to the operation of <br /> the plant in order to minimize odors and to reduce <br /> nitrate removal: <br /> (1) Sludge drying beds shall be located furthest away <br /> from homes along Patterson Pass Road; <br /> 9(2) Adequately-sized aerators shall be provided for <br /> storage ponds to prevent odors occurring following <br /> algal blooms; <br /> (3) Dissolved oxygen levels in storage ponds shall be <br /> monitored to ensure adequate operation of aerators; <br /> (4) . A plan for the disposal of dried sludge shall be <br /> prepared and approved by the County; <br /> (5) Bay Cities and other developers shall locate <br /> monitoring wells around the disposal area to check <br /> groundwater quality and level. <br /> Water System and Fire Protection: <br /> au. Water treatment and supply facilities shall be designed <br /> and constructed in accordance with the requirements of <br /> the County Public Health Services and Department of <br /> Public Works. <br /> ay. The treatment plant shall have an access route which is <br /> acceptable to the Department of Public Works. <br /> aw. Fire system/domestic main lines that are to be maintained <br /> and operated by the CSA shall be looped (except for <br /> individua- fire hydrants, sprinkler, and domestic <br /> building service lines) , or alternatively, the system <br /> shall have a flow from another direction (i. e. , from <br /> storage tanks) . <br /> ax. An alternate supply shall be provided in case of outage <br /> of the Delta Mendota Canal. The alternate supply is to <br /> consist of a minimum 30-day domestic supply under <br /> restricted use plus fire flow.
