ripgut brome (Bromus diandrus), and milk thistle(Silybum marianum). Older <br /> deposition areas are dominated shrub/tree species such as Coyote bush (Baccharis <br /> pilularis), tree tobacco (Nicotiana glauca),Fremont's cottonwood, and willows. <br /> Sensitive Species <br /> Visual surveys were conducted for all wildlife throughout the island on December 15, 16, <br /> and 17, 2004. Visual surveys resulted in observations of California Black Rail <br /> (Laterallus jamaicensis coturiculus)individuals and a Great Blue Heron (Ardea <br /> herodias)rookery. Other incidental observations included a potential Red-tailed Hawk <br /> (Buteo jamaicensis)nest and scattered Elderberry shrubs (host plant of the valley <br /> elderberry longhorn beetle, a federally listed threatened species). Minimization and <br /> avoidance measures for these species are described below. <br /> California Black Rail. The presence of California black rail within the project area will <br /> likely require the project proponent to either restrict the contractor to conducting work <br /> during the rail non-breeding season (August to March), or conduct a pre-construction rail <br /> nest survey before March 1. Any active rail nests found during the survey should be <br /> protected until the young birds have fledged the site. If possible, the contractor should be <br /> prohibited from conducting work within 500 feet of the active nest until after the young <br /> have fledged. These minimization and avoidance measures are based upon other <br /> projects with potential impacts to California black rail. Based upon recent conversations <br /> with CDFG,there are no standard minimization and avoidance measures for potential <br /> impacts to California black rail. Consultation with the California Department of Fish and <br /> Game (CDFG) would be necessary to determine the appropriate minimization and <br /> avoidance measures for this project. <br /> Great Blue Heron rookery. The presence of a great blue heron rookery within the project <br /> area would likely restrict construction and recreational activity within 600 feet of the <br /> rookery during the nesting season(March to August). These minimization and avoidance <br /> measures are based upon other projects with potential impacts to great blue heron <br /> rookeries. Based upon recent conversations with CDFG, there are no standard <br /> minimization and avoidance measures for potential impacts to great blue heron rookeries. <br /> Project specific consultation with CDFG would be necessary to determine the appropriate <br /> minimization and avoidance measures for this project. <br /> Raptor species. The potential presence of raptor nests within the project area will require <br /> the project proponent to conduct preconstruction raptor nest surveys prior to the start of <br /> active construction within the general nesting season (March through mid August). The <br /> presence of active raptor nests often prohibits construction activities within 200 feet of an <br /> active raptor nest until the young birds have fledged. Construction buffers for nesting <br /> raptors vary depending upon the location of the nest and the nature of the project. <br /> Consultation with the California Department of Fish and Game would be necessary to <br /> determine the appropriate minimization and avoidance measures for this project. <br />
